Background:

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRCโ€™s five core competences:ย Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC is currently implementing Baxnaano Shock Response project in collaboration with WFP in Hudur. The project involves targeting, and delivery of cash transfers to selected beneficiaries in Hudur, using a community-based approach to ensure inclusion and fairness. In addition, the coordination with local authorities, regional stakeholders, and community leaders to ensure that the project is implemented in alignment with local needs and realities.

Duties and Responsibilitiesย 

The Scope Registrar will be responsible for conducting Boimetric Beneficiaries Registrations, sensitization of the beneficiaries, Baseline , PDM, and and end line surveys as well as data cleaning , verifications, topping up and redemption process in the assigned target locations in Hudur.

Collect quality data on participants including biometrics in accordance with the WFP scope registration system guideline. Make sure that participants rough draft list is approved by the village committee. Work and collaborate community relief committees and elders to fast-track participants registration Distribute and Verify participants identification token before proceeding the participant registration process.ย  Verify participants whether they are part of other similar interventions that can trigger duplicate.ย  Cross check participant data with the information provided by the elders and identification token. Conduct sensitization awareness before and during the scope registration to prevent risks associated with misunderstanding, inclusion, and exclusion errors. Work closely with FSL, Community Mobilizers, and MEL team on disseminating messages, and reporting accountability incidents. Laise with and take part in FSL programme activities as required and instructed by the FSL team.ย  Ensure that all participants are familiar with their entitlements.ย  Perform other functions as requested by the immediate supervisor

Context/specific skills, knowledge and experience:

Post Secondary professional certification with minimum two years of experience in similar work. Post secondary diploma with one year of experience in similar work. bachelor's degree with no previous experience in similar work ability and knowledge to use and understanding of Microsoft Office (Excel, word)ย  ability to proactively perceive risk and solve problems. good communication skills both written and oral fluency in English and Somali both written and oral ability to work under pressure.ย  Good understanding in humanitarian principlesย  ability to travel to multiple project sites and district across project targets. Previous work experience in biometric scope registrations and ability to handle basic maintenance-related issues. Proficiency in computer software like Word, Excel, and scope database. Usage in computer software like word and excel and scope database. Knowledge in ICT or M&E is an added advantage. Must adhere to set security standards Ensure a gender perspective in the scope of work Knowledge and experience in using registration tools like Kobo and ODK. Strong interpersonal skills, excellent verbal and written communication skills, and negotiation skills. Ability to exhibit an exemplary lifestyle as interpreted in the specific local cultural context. Fluency in communication in the Somali language. Negotiation skills, interpersonal skills, and excellent communication skills, both verbal and written Knowledge of South central context.
