Job Summary:
Provides technical and scientific leadership to those designing, and implementing technical strategies, programs or tools in research and evaluation activities. Provides technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design. Manages the planning and execution of statistical and/or qualitative evaluation and research projects or departmental provision of services. Assesses current technical, scientific, managerial and operational efficiencies at the program, regional, or global levels as appropriate. Provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. Applies project management best practices in the development, initiation, planning, execution, control and closing of projects. May evaluate proposal design and protocol development to ensure design is sound and based upon evidence-based practice. Provides global scientific leadership by staying current of evolving technical standards, guidelines, and program developments in area of expertise. Responsible for sharing best practices in their field of expertise and contributing to the knowledge base through participation in scientific forums and technical networks. Shares new knowledge/evidence and best practices through collaboration with relevant program staff. Serves in functional role on individual research projects, commensurate with research or technical skills.
Accountabilities:
Provides leadership and oversight for quantitative and qualitative research and evaluation activities for projects and provides subject matter and methodological expertise.
Provides leadership and oversight for quantitative and qualitative research and evaluation studies for external clients.
Leads and designs evaluation plans and project work across NIWL programs.
Provides technical leadership in design, development, planning, implementation; and capacity building of specific technical components of programs.
Responsible for designing and leading new proposals to expand the research and evaluation portfolio.
Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
Collaborates with internal and external partners for contracts, implementing work plans, and ensuring project deliverables meet timelines and quality standards.
Develops tools for the design and implementation of specific technical components.
Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
Mentors and trains staff on research and evaluation design, methodology, implementation, analysis, and reporting.
Supports the director of research and evaluation on all aspects of new project design and meeting existing project deliverables.
Identifies opportunities for and prepares public-facing publications and presentations. Contributes to building the profile of NIWLโs research and evaluation team.
Consults with the senior management team to establish the vision; and creates a system to collect data across NIWL to show progress toward the strategic plan, identify performance indicators for NIWL projects and synthesize themes and outcomes across all strategic areas.
Collaborate with the research and evaluation leadership team to manage team responsibilities and professional development.
Create tools and structures to support a research-based and performance management culture across NIWL.
Develops operational plans that align with the strategic goals of the organization.
May serve as a departmental resource on procedural, administrative and operational issues.
Performs other duties as assigned.
Applied Knowledge & Skills:
Has comprehensive knowledge of theories, concepts, and practices with research and evaluation design, methodology, implementation, analysis, and reporting.
Ensures appropriate and timely technical support to all research and evaluation activities and studies.
Ensures the quality of implemented technical activities and systems at all levels.
Excellent oral and written communication skills.
Demonstrated excellent research and evaluation project management skills.
Strong knowledge of quantitative design and analytic skills
Excellent skills in Microsoft Office spreadsheets, analytical software, statistical software packages (SAS, SPSS, R, etc.), and other technology required.
Strong understanding of concepts and principles of research design, methodology, analysis, and reporting.
Ability to manage own work to job and performance standards.
Ability to resolve issues with new concepts and approaches to ensure research objectives are met.
Knowledge of US education, workforce and/or justice areas.
Education:**
Masterโs Degree or its International Equivalent in Data Science, Education, Social Sciences, International Development, Human Development or Related Field.
PhD (preferred but not required)
Experience:**
Typically requires 5-8 years of relevant experience in management of large research and evaluation projects and/or programs.
Has ability to manage multiple projects, set realistic priorities, and plan for the successful implementation of activities.
Proficient writing and verbal communication skills.
Must be able to read, write and speak fluent English.
Experience in varied research and evaluation methodologies in quantitative fields of study.
Prior experience conducting research and/or evaluations in US education, workforce and/or justice.
Relevant computer software skills (including the standard applications in MS Office, Power BI, Stata, R, Qualtrics, other statistical software).

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $85,000 - $157,000
