USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 โ€“ October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.

EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:

Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities

JOB SUMMARY:

The Reproductive, Maternal, Newborn, and Child Health (RMNCH) Advisor will be under supervision of Quality Implementation Team Lead. S/he will provide technical leadership and assistance across the project on Reproductive Maternal, Newborn and Child Health. S/he will be the RMNCH subject matter expert and will work in close collaboration with technical team of National Center for Maternal and Child Health and relevant national program/center at national and subnational level and EQHA IIโ€™s objective 2 and 3 to define thematic priorities and guide corresponding interventions based on global standards and latest evidence. S/he will support Quality Implementation Team Lead to ensure RMNCH is integrated in Ministry of Healthโ€™s National Quality Enhancement Monitoring (NQEM) Tool II and relevant indicators for measurement is developed in close coordination with relevant national program representatives at national and sub-national level. S/he will identify resource partners that can support the technical strategic guidance on RNMCH for both EQHA II and the national program. S/he will ensure EQHA IIโ€™s RMNCH activities and workplan are in line with the national programโ€™s and MoHโ€™s strategy and priorities. S/he will represent EQHA II technical team in key important forum such as related to RMNCH topic including Coordination Committee for Maternal and Child Health. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and synergy within EQHA IIโ€™s quality improvement interventions at policy and implementation level.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical leadership:

  • Provide technical leadership and assistance across the project on Reproductive Maternal, Newborn and Child Health (RMNCH).
  • Work in close collaboration with technical team of relevant national program/center at national and subnational level and EQHA IIโ€™s objective 2 and 3 to define thematic priorities and guide corresponding interventions based on global standards and the latest evidence.
  • Provide technical input to relevant national program/centerโ€™s strategic plan and policy revision and/or development based on global standards and latest evidence in coordination with relevant FHI 360โ€™s subject matters at the regional and global level.
  • In coordination with relevant EQHA II team, lead the effort on RMNCH service integration in MoHโ€™s National Quality Enhancement Monitoring (NQEM) Tool II, developing the RMNCH services specific standards (including in accreditation standards update) and other MoH priorities.
  • Work closely with the MoHโ€™s Coordination Committee for MCH, NMCH, and other health partners in developing an accelerated plan to improve maternal mortality death including implementation of Emergency Obstetric and Newborn Care (EmONC) improvement plan, development of Maternal and Perinatal Death Surveillance and Response (MDPSR) guideline.
  • Work closely with EQHA IIโ€™s objective 2 and 3 to define policies, procedures and promising/best practices to implement RMNCH service integration at service delivery level.
  • Work closely with the relevant technical team of the national program and EQHA II staff to develop/modify necessary and relevant materials and job aids to support capacity building of national vertical disease program at all levels and sectors on RMNCH services provision.
  • Coordinate with relevant national program/center technical staff and EQHA IIโ€™s objective 3 team to conduct technical training (including refresher training) and coaching activities to ensure new knowledge and skill application.
  • Support NMCHC in rolling out and implementing of digital family planning provider assessment tools in public health facilities.
  • Ensure EQHA IIโ€™s RMNCH activities and workplan are in line with the national program strategy and priorities.
  • Provide advice to EQHA IIโ€™s objective 3 and sub-grantee(s) on RMNCH services implementation strategy at the service delivery level at both public and private health sector.
  • Collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA IIโ€™s quality improvement interventions at policy and implementation level.
  • Participate in relevant exchange learning events/sessions on RMNCH topic and bring recommendation/learning/ experience to policy maker/implementer for best practice scale up.
  • Work closely with relevant technical team to document best practice and success stories of RMNCH service implementation.
  • Identify resource partners that can support the technical strategic guidance on RNMCH for both EQHA II and the national program
  • Serve as RMNCH subject matter expert and represent EQHA II in various meetings and relevant forums.

    • Work with relevant Monitoring, Evaluation, Research, and Learning (MERL) team, technical team, and national program/center staff to develop, monitor and analyze relevant indicators for measurement of RMNCH service performance and outcome.
    • Develops and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the RMNCH related activities are implemented successfully as planned.
    • Review RMNCH services data and make sure RMNCH dashboard is up to date and support EQHA IIโ€™s objective 3 and national vertical disease program at national and subnational level in data utilization, analysis, and visualization through working closely with MERL team.
    • Draft donor technical reports, collates and ensure output and deliverables data on RMNCH service is uploaded to data systems through close collaboration with objective 3 team.
    • Creates technical content, owning the content of the progress report.
    • Serves as the primary author for RMNCH technical deliverables (e.g., reports, presentations,
      manuscripts).
    • Work closely with other relevant team to gather and aggregate data to provide a summary / high level overview as needed.

          QUALIFICATION:

          • Cambodian National
          • Masterโ€™s degree in Public Health, Healthcare Management, and/or any other relevant fields

            EDUCATION/EXPERIENCE:

            • Mastersโ€™ Degree in public health, Healthcare Management, and/or any other relevant fields
            • Specialized experience is required in areas including, but not limited to, clinical management of RMNCH; program design, management, and implementation; and program data management, with private sector engagement is a plus.
            • Minimum seven (7) years of progressively responsible experience in designing, implementing and managing RMNCH health programs in developing countries.
            • Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment are required.
              • Knowledge of and experience working in the Cambodian health system at national and subnational level.
              • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with government personnel.
              • Good advocacy and influence skills and coordination and positive interpersonal Communication skills.
              • Excellent oral and written communication skills in English and Khmer.
                • Experience working with national vertical disease programs (RMNCH) in Cambodia or another country in the Greater Mekong Sub-Region will be an advantage.
                  • Good proficiency in computer skill including Microsoft office, internet and email.
                  • Ability to take initiative and ownership, take decisive action based on data and clear criteria, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
                  • Highly organized, comfortable working on multiple simultaneous projects with government agencies (national and sub-national); great at completing high quality report submission and meeting deadlines.
                  • Be innovative, positive and cheerful personality, and highly self-motivated.
                  • Adaptable and flexible in a variety of tasks contributing to work even outside of Job Description as required.
