The Participatory Slum Upgrading Programme (PSUP) is a programme initiated by the Organisation of African, Caribbean and Pacific States (OACPS), funded by the European Commission (EC) and implemented by UN-Habitat. The Republic of Mali, through the Ministry of Urban Planning, Housing, Domains, Territorial Planning and Population (MUHDATP), has been involved in the PSUP since through the first and second phases, since 2005. Phase III of the PSUP in Mali was the implementation of the priority projects selected in the previous phases. The government selected the first neighborhood for priority projects: Sรฉnou, a suburb in the southeast of Bamako, just beyond the Modibo-Keita International Airport.

The project aims to bring to fruition the projects updated during PSUP III, with the same objective of combating urban poverty, while encouraging the participation of the various urban actors in decision-making. The project is particularly well placed to complement the national programme \"Cities of Mali without Slums\", by enabling the analysis of individual projects to enable the replication of good practices throughout the country. The project will contribute to community mobilization and capacity building of technical personnel, community-based organisations and community actors in the management of participatory slum upgrading projects. Beyond the participatory and community-based approach, the project also aims to improve the environment of the population in a sustainable and inclusive way.

An implementing partner will work on the ground in close coordination/consultation with the Ministry (MUHDATP) and UN-Habitat to carry out the project. Interested non-profit organisations (NGOs, CSOs) must provide information (proposal documentation in French) indicating how they are qualified to carry out the expected services.
