Purpose of the positionย 

Under the direct supervision of the ACAPS team lead and in close collaboration with the protection cluster coordinator and NRC protection cluster co-coordinator, the Protectionย Monitoring and Analysis Specialist'sย main role is to provide dedicated support to the protection cluster Afghanistan on information management, and particularly protection analysis and monitoring.

Role and responsibilities

Protection Cluster meetings, information exchange, and representation:ย 

In close coordination with the Protection Cluster IMOs, provide technical support for the information management working group (OCHA) Advise the protection cluster coordinators and SAG with analytical reports of the protection analysis and monitoring data to contribute to effective strategic analysis, decision-making, and action by the protection cluster, with a particular emphasis on the Protection Analysis Updates (PAU) and other products of the Protection Cluster. Advise the Protection cluster coordinators on IRNAs and other collective assessments to ensure that protection is effectively taken into consideration in the methodologies and tools for data collection and analysis. Ensure direct coordination and collaboration with Protection Cluster IMO, UNHCR, REACH, IOM DTM teams, and other stakeholders on relevant protection data collection and reporting processes. Attend protection cluster meetings and other relevant forums upon request from the protection cluster Coordinators.

Support to national and field-level Protection Clusters:ย 

Provide practical guidance and support toย  national and regional, and thematic Protection Clusters on issues including protection needs assessments, protection analysis, protection monitoring, and other relevant information management issues Enhance monitoring, tracking, documentation, and information sharing on protection concerns between the nationalย  level and the sub-national cluster.

Liaise and coordinate joint analysis with key humanitarian stakeholders and other key IM colleagues in close coordination with and under the guidance of the coordinators. In collaboration and close coordination with the Coordinators, this will include analytical support to humanitarian actors, for instance, on scenario-building exercises, working with OCHA on the HNO, HRP, etc. Support the Coordinators and the Project Lead in fundraising efforts and donor engagement for the Afghanistan Analysis Hub , e.g. input to concept notes and presentations to donors. In coordination with the protection cluster coordinator and coordinator, lead the protection risk analysis process and analysis production as a joint analysis product.ย 

Protection tools and capacity development:ย 

In close coordination with Protection Cluster Coordinators:

Review and update the protection clusterโ€™s protection monitoring system (protection context and needs analysis as well as risk and incident reporting), including a protection, age, gender, and conflict-sensitive analysis lens Explore possibilities to harmonize methodologies and tools used by protection cluster partners and others, to facilitate data collection, sharing, consolidation, and analysis. Develop and support the implementation of a protection information-sharing protocol specific to the Protection Cluster. Ensure adequate monitoring and reporting mechanisms are in place to monitor and evaluate the Protection Clusterโ€™s information management system. Support the clusterโ€™s protection monitoring system in collaboration with the protection clusterโ€™s IMOs (UNHCR) Design and develop data collection, assessment, and data analysis tools in coordination and collaboration with the cluster IMOย  Design and facilitate training at both national and field levels on protection analysis and monitoring methodologies and tools to ensure adherence to relevant standards and guidelines Build capacity of protection cluster partners (with a focus on local partners),ย  Ensure monitoring follow-ups and refreshers during field visits

Secondary data analysis ACAPS

In close coordination with Protection Cluster Coordinators:

Review assessments, reports and information products on Afghanistan to understand the information landscape and current gaps Contribute to the establishment and maintenance of Analysis Hub information management systems and ensure that internal and external needs for information are processed in a structured and efficient manner Support the overall informational needs of the humanitarian response in Afghanistan through the compilation, synthesis and analysis of relevant qualitative and quantitative information Contribute to the creation of tools to facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making Ensure maintenance and team adherence to data confidentiality protocols

University degree in information technology, demography, statistics, social sciences or any related area, or an equivalent combination of relevant training and experience in protection analysis and information management-related activities in a natural disaster or conflict situations. Knowledge of the UN system and the humanitarian community, specifically with regards to inter-agency coordination and the humanitarian reform process.ย  Minimum of 3-5 years of experience working on protection-related issues in humanitarian emergencies and provision of technical advice to field teams Excellent understanding of protection issues in emergency and displacement situationsย  Strong inter-personal skills, working well both in teams and independently Self-motivated and excellent observer of protection issues Able to work under pressure and good at timely decision making Excellent written and spoken English

Context/specific skills, knowledge and experience professional competences

Excellent knowledge and experience on protection analysis and monitoring principles, standards, methodologies and tools Demonstrated experience of data analysis (both quantitative and qualitative) Experience in training facilitation and capacity-building Strong analytical, drafting and reporting skills Previous experience in Afghanistan is an advantage Proven ability to live and work in hardship duty stations within a complex, volatile and stressful local environment
