This leadership position as Deputy Head of Mission is central to the OSCE's work in Moldova. It requires a skilled leader to manage daily operations, guide strategy, and oversee complex programs. The role demands high-level diplomacy and effective team management, ensuring the mission's work promotes stability, peace, and democracy in a politically sensitive environment.
The Deputy Head of Mission (DHoM) is a senior leadership position responsible for the day-to-day operations of the OSCE Mission to Moldova. The DHoM reports directly to the Head of Mission (HoM) and acts as their Senior Policy Advisor.
Key responsibilities include:
Operational Management: Overseeing and coordinating the Mission's daily plans, policies, and projects. This involves managing personnel and advising Programme Managers to ensure objectives are met. Supervision: Directly supervising the Press and Tiraspol offices. Reporting & Administration: Collaborating with the Chief of Fund Administration to prepare and report on the Mission's budget and administrative matters. Policy & Analysis: Overseeing political reporting and monitoring, including politico-military work on both sides of the Dniester/Nistru River. External Representation: Representing the Mission at high-level events with embassies, international organizations, and NGOs. Acting Head: Serving as the alternate for the Head of Mission in their absence.Candidates must hold a Master's Degree (or equivalent) in a relevant field such as political science or international relations. A Bachelor's degree with two additional years of experience may also be considered. A minimum of 10 years of professional experience is required, with at least five of those years in a management role.

The role requires the ability to conduct high-level negotiations and effectively represent the Mission. Language Proficiency: Professional fluency in English is essential, as is a working knowledge of Russian. Political Acumen: Experience in political affairs, including preparing analytical reports and a strong understanding of regional political history and the OSCE's principles. Personal Attributes: The ability to work under pressure, demonstrate flexibility, and show gender awareness and sensitivity are critical.Desirable Qualifications
Working knowledge of Romanian. Regional knowledge and work experience in Eastern Europe. Experience working in field operations for a multinational or international organization.
