I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


II. POSITION BACKGROUND

Access to Products for Healthcare (APH) is critical to MSF's Social Mission. MSF has been engaged in a wide variety of ways to improve APH in the past decades. In 2023, the MSF International Board approved the set-up of a new organisational model for APH work in MSF.


III. PLACE IN THE ORGANISATION

The Programme Officer reports to the Organisational Model Change Implementation Executive Committee (OMC) and administratively to the OMC Executive.


IV. PURPOSE OF THE POSITION

The purpose of this position is to gather and propose what should be the Common Priorities for APH work for the MSF movement for the next 4-6 years, reflecting problems confronting MSF and patients in the field. These priorities will inform strategies across MSF and guide APH Collective Investments.

Common Priorities are defined as the APH problems that MSF wants to address collectively. Defined as:

specific disease(s) and/or health conditions and/or specific or categorie(s) of products for healthcare and/or specific operational context(s) and/or population(s) and/or specific policies and practices preventing APH in the field


V. MAIN RESPONSIBILITIES

In close collaboration with and with support from the OMC Executive and the Programme Officer, and under the guidance of the OMC, the Project Manager will:

Submit to the OMC a detailed plan and proposed process for reaching the intended outcomes that includes to:Develop a format for the collation and synthestising of MSF’s APH Common PrioritiesConfirm with MedOp consultation targets beyond ODs and SectionsConsult APH focal points of ODs and Sections, and: Gather their perspectives on APH priorities and capture the process use for determining these priorities. Offer tailored support to ODs and Sections in identifying priorities, if requested, and in line with the project’s resourcing. Document the support process. Collate and synthesise findings.Present the draft Common Priorities to the OMC for guidance, review, and validation.Support presentations onthe preliminary findings and process to the MedOp.Support or execute all related information sharing and reporting requirements. Present findings and recommendation for final MSF APH Common Priorities to MedOp for final validation.Document entire process used for collection of Common Priorities.

Expected final Outcomes

Common Priorities on APH serving as basis and guidance for the MSF APH Model’s Strategic Plan are identified. Key Deliverable – succinct document outlining Common Priorities (up to 5 pages)

2. The actual process used for uidentifying and synthetising the Common Priorities is documented, to serve as guidance/lessons for future changes and evolution of Common Priorities, to be managed by the APH Model.

Key Deliverable – comprehensive report documenting methodology, analysis, and outcomes from consultations with recommendations for future process (up to 15 pages)
