Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments. Originally established in 1997, today, the Presenceโ€™s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

A vacancy for 2 fix-term Project Assistants (G5) have arisen in the Electoral Reform Unit within the Democratization Department for a period of 12 months with a possibility for an extension subject to budget availability.

Tasks and Responsibilities:

The Project Assistant will provide administrative and, where relevant, substantive support in implementing project activities, including organizing awareness-raising and capacity-building events, supporting process delivery, the development and maintenance of databases of information, and providing project administration support.

Under the overall supervision of the National Project Officer (NP2) the successful candidate will perform the following duties:

Taking action for fulfilling project goals and objectives and takes part in defining project activities by contributing with own expertise and experience. Giving input in planning, developing, organizing, monitoring, implementing and following-up of activities of the project.

Liaising with beneficiaries/partners and facilitating their participation in projectโ€™s events, drafting terms of reference for the employment of consultants and Implementing Partners, and monitoring the implementation of activities and submission of reports by them.

Drafting routine and non-routine correspondence (both on administrative and substantive project matters), working documents and background material pertaining to issues addressed through project activities, including concept notes and sections of project reports and briefing papers.

Researching background information from internal and external sources and assisting with the preparation of presentations, as required. Undertaking computer-based searches; collating, selecting and interpreting information necessary for the development of project activities and events; assisting in the preparation of papers and presentations by extracting/summarizing statistics.

Providing secretarial support to the project, including scheduling and arranging meetings and taking minutes, compiling notes from events.

Creating and maintaining the projectโ€™s filing system/archive, distributing documents and ensuring their upload into the Doc In system.

Maintaining a calendar of events and meetings; providing interpretation in meetings and translation of correspondence in English and Albanian; putting documents into adequate style, language and format; proofreading documents and editing texts for accuracy, grammar, punctuation and style in accordance with standard practices, etc.

Following and researching the activity of and developments at institutions, beneficiaries and stakeholders (Assembly, Central Election Commission, civil society, etc.) in the area of elections/electoral reform, as well as keeping track and compiling briefings as needed on media coverage of key such activity/developments.

Necessary Qualifications:

Completed secondary education, supplemented by formal education or training in business administration, economy, social sciences or related field, or equivalent extensive work experience in the field. Specialized training/courses related to finance or procurement would be an asset. Minimum four years of working experience in public/state institutions, civil society, international organizations/ projects or diplomatic missions in organizing events and gathering, processing and disseminating information. First-hand experience in project planning, implementation and reporting in the areas of secretarial and administrative support. Knowledge of procurement regulations, principles of procurement/contractual aspects and procurement risk mitigating methods would be considered an advantage. Ability to conduct research and collect information from a variety of sources, to assess large amounts of information and provide clear and summarized feedback, and to effectively multitask and deliver results under tight deadlines. Professional fluency in English with excellent communication (both oral and written) skills. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity. Computer literate with practical experience using Microsoft applications.

Remuneration Package:

According to the fixed OSCE salary scale, the remuneration is approximately 1058 EURO, subject to National Social Security deductions. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
