I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF movement, and implements international projects and initiatives as requested.


II. POSITION BACKGROUND

Access to Products for Healthcare (APH) is critical to MSF's Social Mission. MSF has been engaged in a wide variety of ways to improve APH in the past decades. In 2023, the MSF International Board approved the set-up of a new organisational model for APH work in MSF.


III. PLACE IN THE ORGANISATION

The Programme Officer reports to the Organisational Model Change Implementation Executive Committee (OMC) and administratively to the OMC Executive.


IV. PURPOSE OF THE POSITION

The purpose of this position is to support the oversight and the implementation of the programme of activities required for the set-up of MSF’s new organisational model set-up to improve Access to Health Products work.


V. MAIN RESPONSIBILITIES

In close collaboration with the OMC Executive, Project Managers and relevant staff from the International Office, and under the guidance of the OMC, the Programme officer:

Programme coordination and oversight Support:

Supports the organisation of OMC and other key meetings related to the model change planEnsures minutes of these meetings are taken so as to be used as an effective oversight support tool for the OMCMaintains an overview of activities planned and in progress and their timelinesUpdates the risk register

Programme activities implementation

Supports the recruitment and on-boarding of model change implementation staff Establish support needs with Projects deliverables managers, and implements support as agreed by the OMC, including: Participation to / provision of support with the organisation and implementation of consultations of the model change programmeParticipation to / provision of support with documentation and consultations outcomes review

Reporting and Internal Communication

Collates information for and drafts programme quarterly reportsMaintains a dynamic communication plan and logDevelops, maintains, and monitors ‘push’ and ‘pull’ internal communications tools and materials (i.e. programme quarterly adhoc updates, SharePoint site, Programme briefings, etc.)Ensure model change programme documentation on SharePoint and/or Teams is complete and organised

Advise the OMC as requiredProvide surge capacity support for other International Projects if requested
