Programme Officer

Organizational Setting and Work Relationships
The Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
- Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
- Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
- Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
- Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
- Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications
Education & Professional Work Experience
For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree.

Field(s) of Education
Economics, Business Administration, Social Sciences
or other relevant field.

Essential
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.

Desirable
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Desired Candidate Profile The Program Officer (PO) oversees all program-related functions as well as sectorial activities such as Livelihood, Education, Public Health, and CBI at Sub Office Quetta. Therefore, the PO needs to have experience in planning, leading big teams, and coordinating quality, timely, and effective programmatic responses to the needs of the people UNHCR serves under UNHCR Sub Office Quetta. Knowledge and experience on how to ensure operational responses in all sectors in a challenging working environment; having coordination skills/experiences with protection and other sections in the Sub Office are very important.
Another important element of the incumbent's functions is to ensure that the outcome of the needs assessment of persons UNHCR serves of all ages, genders, and diversity groups are included in the planning and allocation of resources in close coordination with the protection section. To undertake this role effectively, the incumbent will need to build and maintain an effective interface with other relevant teams within the operation, including Protection, Programme (including colleagues at the Representation Office), and External Relations. Regular consultation and liaison with the Representation Office in Islamabad, displaced communities, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection and achieving solutions is of the essence.
In summary, a solid understanding and previous work experience as a program officer for UNHCR. Knowledge and experience in resource management, budgeting, and target setting. Knowledge of UNHCR corporate working tools and good negotiation and coordination skills with partners and stakeholders including government partners are essential attributes of this position.
Excellent interpersonal skills and the ability to interact and maintain a variety of relationships with NGO partners, UN agencies, local authorities, and other stakeholders are required. A sensitive political context requires the ability to work collaboratively with government partners and civil society partners.

Nature of Position:

Quetta is provincial capital of Baluchistan which is constantly exposed to risks of complex emergencies due to the volatile security situation, the protracted refugee situation, weather and the political and general situation in Afghanistan. There are more than 300,000 refugees in the province holding proof of registration who are within the mandate of UNHCR. Many afghans are also undocumented and this has further increased due to the recent situation in Afghanistan after the take over of Taliban. Level II emergency is currently in place from 2021 until mid of 2022. UNHCR Quetta is responsible to three field locations in Chaman, Loralai and Chaghi districts. The main and official border with Afghanistan is at Chaman. Baluchistan also has a long border with Iran. Serious security incidents have occurred both in rural areas and in Quetta, in terms of insurgency, IED and armed attacks. Security situation and restriction by the military and local authorities limited access to several operational sites. This induced the need to build the national staff capacity and reliance on local partners. A National Programme Officer, NOA supports the Programme Officer, P3. UNHCR is engaged in the sectors of protection, basic services in health, education, WASH, and livelihood. There are 10 refugee villages (RV) outside of Quetta and majority of refugees are in Quetta and in rural and urban areas outside. UNHCR works closely with the Commissioner for Afghan Refugees and the various Ministries for projects in refugees and hosting community areas. As UNHCR SO is fairly delegated with authorities and due to its distance from Islamabad, it is important that the incumbent to the Programme Officer post has a previous experience in leading a Programme Unit.

Living and Working Conditions:

Quetta, a category E, non-family duty station, is the provincial capital of Balochistan. International staff members are largely confined to the secured guest house where they are required to live, and the office which is located about 150 meters away, both within the Chaman Housing Scheme fully secured as per SRM requirements and where most of the UN offices are located. Living and working together in such confined quarters for extended periods of time can bring an additional degree of stress, and thus the incumbent should ideally have strong interpersonal skills, and an ability to ยฟget along with colleagues of different backgrounds and opinions. A high level of sensitivity, tolerance and flexibility is important. Quetta is on a six-week R&R cycle. Medical facilities are very limited and Karachi is about ten hours by road or 1.5 hours by flight for more delicate medical needs. Flights are regularly cancelled du to weather, security and covid situation. There is only one international flight that goes to Quetta airport, about twice a week.
