Mission and objectivesThe Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. During times of displacement, we provide critical emergency assistance in the form of clean water, sanitation and healthcare, as well as shelter, blankets, household goods and sometimes food. We also arrange transport and assistance packages for people who return home, and income-generating projects for those who resettle.

Task DescriptionUnder the direct supervision of the Head of Sub-Office, Jamjang , the UN Volunteer will undertake the following tasks: โ€ข Through a consultative process within the country and field visits, stay involved in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country. โ€ข Assist in ensuring that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters. โ€ข Provide inputs for developing the country operations plan in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions. โ€ข Assist in organizing a consultative process to ensure a consistent application of the or-organizationโ€™s criteria and policies for the selection of implementing and operational partners. โ€ข Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities. โ€ข Assist in training UNHCR as well as implementing partners (IP) staff in UNHCR standard procedures related to the Results Based Programme (RBM) management. โ€ข Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze UNHCRโ€™s performance, trends and target interventions. โ€ข Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects. โ€ข Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress in order to advise on any corrective actions required or the need for additional resources to reach planned target levels. โ€ข Apply UNHCRโ€™s corporate tools (e.g. Global Focus, Focus Client) to record data and assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level. โ€ข Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports. โ€ข Assist in monitoring compliance to the organizationโ€™s resource allocation framework, providing support and assisting in corrective action where required. โ€ข Assist in establishing and handling Implementing Partners Reports. Furthermore, UN Volunteers are required to: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day). โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. โ€ข Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. โ€ข Assist with the UNV Buddy Programme for newly arrived UN Volunteers. โ€ข Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 11. Results/Expected Outputs: โ€ข The needs of persons of concern in the country are assessed and analyzed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. โ€ข IP (Implementing Partners) agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures. โ€ข Inputs are provided for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports. โ€ข Participate in UN and other fora on programme and technical issues as delegated by pro-gramme senior management. โ€ข Enforce compliance with UNHCRโ€™s global strategies, protocols and guidelines. โ€ข The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs). โ€ข Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. โ€ข A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.

Living conditions and remarksJamjang is located in Ruweng Administrative Area, in South Sudan and located around 1,200 km north from Juba, the capital of South Sudan. The climate of Jamjang is relatively hot (December to March) with heavy rains during rainy season (April to November). UNHCR supports a UN level one Clinic in its compound for its staff. Additionally, there are Primary Health Care Centers in the two refugee camps as well as state hospital in Parieng serving both refugees and host community where basic medical attention could be obtained in case of emergency. Medical travel to Juba may be re-quired and authorized upon the referral in case of serious illness. Zain and MTN mobile telephone networks and VSAT/Starlink/internet-based voice calls e.g. WhatsApp (within the office compound) are available. Limited choice of foods, vegetables and fruits are mostly not available, no operational banks available. All staff members at the Jamjang Sub Office reside in the office/ Guesthouse compound, in self-contained ac-accommodation at a cost sharing basis. A relatively well-equipped gym and TV are in accommodation compound. UNHAS flights (three times per week) are available be-tween Jamjang and Juba.
