We are currently seeking a qualified candidate for the Programme Manager position for an upcoming FCDO-funded Public Financial Management (PFM) and service delivery programme in Kinshasa, South Kivu and Kasai, DRC. This position is contingent upon award of this project to FHI 360.
Project Description
PARI-TACS aims to improve public financial management (PFM) and the governance of service delivery at a provincial level, by improving provincial and local government capacity to deliver services and improving the ability of civil society to hold provincial and local government accountable to deliver these services. Evidence shows that to support improvements in service delivery and PFM, it is necessary to support both supply (Government) and demand (Civil Society) side interventions. PARI-TACS will focus proactively on improving the inclusion of women and other marginalised groups in PFM and the governance of service delivery. The overarching outcome for the PARI TACS project is to improved capacity of sub-national and national institutions to be more accountable and effective in the management and delivery of public services.
Job description
Reporting to the Team Leader / Coordinator the Programme Manager will be responsible for day-to-day administration of the PARI-TACS contract and its relationship with the client. They will oversee the coordination and administration of all aspects of the ongoing project including planning, organizing, staffing, leading, and controlling project activities. The Programme Manager will provide guidance for and implementation within the project framework, government policies and strategies, and in compliance with FCDO regulations. They will work with project leadership to ensure continued high performance and responsiveness to changing needs and opportunities and will work closely and collaboratively with government entities in the DRC at both the national and sub-national levels.
Key Responsibilities:
Provide leadership and management support, ensuring strategically coherent programme direction, well-managed growth, and compliance with donor regulations.
Continually seek out ways to build the capacities of the project/programme team members, individually and collectively.
Coordinate with other members of the Operations management team on appropriate management, compliance, and performance standards, as well as effective systems for budget management, knowledge management and risk management associated with the projects assigned to the project.
Support programming staff to collect, document and disseminate lessons learned and best practices, incorporating these into new project/programme designs.
Lead efforts for sustainable programme growth, proactively identifying opportunities for new programming initiatives and emphasizing multi-year funding to support them.
Ensure routine monitoring visits to the field are conducted to ensure donor compliance and quality project/programme implementation.
Coordinate with the stakeholderโs units to ensure sound budget management, expense control and timely contractual documentation.
Ensure that programming staff are well trained to properly manage project budgets.
Mitigate any potential risk by collaborating with the Finance Manager to ensure that programming staff fully understand financial and administrative processes involved in project budget cycles.
Develop a sound understanding of projects/programmes to be able to professionally represent the organization to implementing partners, the government, and donors.
Assist the senior management in developing strong relationships with donors, assisting with visits and in the development of appropriate advocacy actions.
Forge and maintain solid cooperation with partner organizations through regular communication, cooperation and, where appropriate, joint decision-making.
Act as the focal point for project/programme-related communication between country projects/programmes in the region.
Oversee programmatic inputs to advocacy efforts both in-country and globally.
Create a supervisory environment focused on the achievement of team and individual results that emphasizes the importance of learning, productivity, accountability, and openness.
Applied Knowledge & Skills:
Effective knowledge of design, implementation, and management of sector specific and/or multi- sector/international development projects/programmes funded by UK government or other international donors.
Knowledge of various funding mechanisms, general contracting, and reporting requirements
Knowledge of donor planning and reporting systems.
Strong written and verbal communication skills.
Sensitivity to cultural differences and understanding of the political and ethical differences.
Solid operational and tactical decision maker with the ability to handle unforeseen and often time sensitive issues.
Qualifications:
Bachelorโs degree in civil society, communication and social marketing, economic development, or related relevant field โ Masterโs degree preferred.
At least 10 years of experience in decentralization, governance, service delivery or PFM programmes in Sub-Saharan Africa including at least three years of experience in line management / staff supervision.
Proven experience in FCDO project management preferred.
Excellent leadership, communication, and negotiation skills.
Fluency in French - business proficiency in English preferred.
Prior experience of working in DRC is highly preferred.
Experience operating in insecure environments preferred.
