Standard Job DescriptionProgramme Associate Organizational Setting and Work Relationships The Programme Associate would normally receive guidance from more senior programme staff in the operation/bureau/division. S/he may receive indirect guidance from other sections and units relevant to the country/region programme(s). UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Associate. S/he is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments. The incumbent is expected to have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other programme management related activities. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Support the assessment and analysis of the needs of persons of concern in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities related to programme management if applicable. - Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects. - Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners. - Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports. - Support the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions. - Contribute to the review and analysis of operations plans, mid-year and year-end reports of the different UNHCR offices, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis. - Follow up on any change in regards to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality. - Follow up with UNHCR offices the compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits. - Provide support to the field through technical advice and training on resource allocation processes and other programmatic issues. - Use UNHCRยฟs corporate tools (e.g. Focus Client, Global Focus Insight and FOCUS Reader, MSRP) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis. - Support UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes. - Perform other duties as required Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher Field(s) of Education n/a Certificates and/or Licenses not specified Relevant Job Experience Essential Demonstrated experience in programme management, Operation Management Cycle and related processes. Desired Candidate Profile Operational Context for Programme Monitoring Associate โ€“ G6
The UNHCR Representation in Uganda has oversight over three UNHCR sub-offices in the field, Adjumani, Arua and Mbarara and refugees are scattered across 13 settlements in โ€ฆ locations as well as urban locations in the country. The incumbent is expected to regularly travel to the field, visit refugee sites, and meet with staff and partners in these locations. Given the different cultural dynamics and political sensitivities in the operation, the person must be a proven team-player, have excellent inter-personal, communication and negotiation skills. The ability to design and support Programmes for rural and urban refugee populations is highly desirable.
The Programme Monitoring Associate would be supervised by the Senior Programme Officer. He/she will have to work closely with other units in the Representation including the sector leads in order to obtain information needed for reporting. UNHCR Manual, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Monitoring Associate. He/she is expected to stay abreast of the challenges posed by the operational context, the UN and humanitarian reform and institutional developments. UNHCR Uganda Operation is decentralized, therefore the Programme Monitoring Associate will play an important role in engaging with field-based programme teams to provide support and provide guidance to them on routine matters to support coherent approaches to programme monitoring across the operation.

The incumbent is expected to demonstrate ownership in the project he/she manages and have contacts within the organization and outside the duty station, as well as with partners and other stakeholders to collect information, monitor programme activities and implement administrative requirements. The incumbent will have to establish good working relationships with their peers at country level to facilitate the collection of information and other Programme management related activities. A good knowledge of MS Excel and UNHCR corporate tools including CLOUDERP, COMPASS and PROMS is desirable.

The Programme Monitoring Associate will assist in providing support and guidance on monitoring protection and solution strategies and in coordination with other sections/units to ensure harmonized monitoring approaches in line with the organisationโ€™s requirements. The incumbent will work with the overall UNHCR directions which require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme monitoring is approached as per UNHCRโ€™s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to work with the multi-functional team (MFT) as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Assist the supervisor in the development and implementation of UNHCRโ€™s system for monitoring protection and solutions strategies and results (impact, outcomes, outputs) in cooperation with relevant teams.
- Contribute to the development and implementation of monitoring plans across all implementation modalities, (partnerships, direct implementation, operational partners) ensuring consistency and coherence of UNHCRโ€™s monitoring activities and an age, gender and diversity perspective in monitoring.
- Support the collection of monitoring data, including data from partners, primary, secondary, qualitative, quantitative and disaggregated in close collaboration with evaluation, data and IM staff.
- Support the management of monitoring systems, including entry, aggregation, reporting and sharing of data based on agreed protocols and standards.
- Support the MFT in planning and conducting monitoring activities and support the planning of monitoring visits, the documentation of findings and the follow up to monitoring recommendations.
- Compile, review and analyse monitoring reports and data of partners and teams, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
- Generate monitoring and progress reports on a regular basis.
- Assist teams and partners in selecting and designing indicators for multi-partner initiatives (including UNSDCF, HRP, RRP etc.) ensuring coherence and avoiding gaps and overlaps.
- Follow up on any changes in the operations and monitoring plan, verify baselines, targets and actuals contributing to the soundness of Operations Plan and enhancement of data quality.
- Support UNHCR and partner staff in applying UNHCRโ€™s results-based management monitoring standards and procedures.
- Support processes to link monitoring to the operationโ€™s evaluation and risk management plan.
- Use UNHCRโ€™s corporate tools (e.g. CLOUDERP, COMPASS, PROMS, KOBO and ACTIVITYINFO) and existing guidance for core activities related to monitoring.
- Contribute actively to innovative solutions for monitoring and to UNHCRโ€™s global community of practice on monitoring.
- Serve as focal person for monitoring the release, distribution and reporting on core relief items.
- Perform other related duties as required.
