The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide and working in 123 countries and territories. The World Food Programmeโs engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:
- Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
- Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
- Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

ORGANIZATIONAL CONTEXT
The Programme Assistant (Training) will directly report to the Programme Policy Officer (Training) with overall guidance from the Programme Policy Officer (EPR) and/or the Head of the Emergency Preparedness and Response Unit.
The job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance; and able to exercise sound judgment in dealing with operational issues on a daily basis.
JOB PURPOSE
The World Food Programme (WFP) continues to enable the Governmentโs preparedness and response capacities in the Philippines. The Country Office will implement the Preparedness and Response Excellence in the Philippines (PREP) project through a series of support actions in partnership with or directed at relevant national agencies and local government units. Additionally, various minimum and advanced preparedness actions in emergencies will be undertaken internally. The Programme Assistant (Training) will support the activities in the Emergency Preparedness and Response (EPR) Unit.
The job holderโs primary role is to support the Programme Policy Officer (Training) of the EPR unit in the design, implementation, and evaluation of capacity building programs. Specific responsibilities include assisting in the development of training materials, coordinating logistics for training sessions, and ensuring smooth facilitation of learning interventions. Specifically, the Programme Assistant (Training) will focus on DRRM-related trainings, with emphasis on Emergency Preparedness and Response, as well as climate change adaptation activities at the community level. Examples of such activities include facilitating tabletop exercises, conducting simulation exercises, and organizing other related workshops and training sessions.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the Programme Assistant (Training) will be accountable and responsible for the following duties:
1.Assist in the development of training documents including Concept Notes, Training Proposals, and Budget Plans.
2.Assist in the implementation of training programs, including but not limited to drafting and sending training advisories, managing events (training implementation proper), and coordinating logistics such as hotel arrangements, restaurant bookings, and participant coordination.
3.Conduct post-training activities including inventory of training supplies and preparation of Training Evaluation Reports.
4.Assist in the documentation of internal and external trainings conducted or facilitated by WFP.
5.Collect and compile data, contribute to reports, and ensure the accuracy of EPR reports.
6.Assist in collaborating with key national institutions or government training institutes for the delivery and facilitation of Training of Trainer sessions and workshops.
7.Work closely with other WFP units involved in the project for coherence in the approach, strong coordination, and alignment with counterparts.
8.Handle logistics and administrative tasks, including preparing logistics and administrative notes and back to office reports.
9.Manage other training-related documentary requirements of the office as necessary.
10.Establish, manage, and maintain a database of training materials, trainers, and events.
11.Be prepared to work during emergencies in the event of a response activation, providing support as needed.
12.erform all other training-related functions as may deemed necessary by the immediate supervisor or head of unit.STANDARD MINIMUM QUALIFICATIONS
EDUCATION: Candidates should have completed secondary education. A bachelorโs and/or post- graduate degree in social sciences, education, human resources, psychology, or related fields is an advantage.
EXPERIENCE: At least five (5) cumulative years of professional work experience in developing and managing trainings related to Disaster Risk Reduction and Management (DRRM) and/or Climate Change Adaptation and Mitigation (CCAM), emergency preparedness, anticipatory action, or response. This includes assisting in the development of training materials, including presentations, handouts, and multimedia content. Experience in coordinating logistics for training programs, ensuring seamless execution of events is a must.
LANGUAGE: Excellent spoken and written communication skills in English is required. Fluency in any regional dialect is a plus.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Understanding of training principles, adult learning theories, and instructional design methodologies.
- Basic understanding of EPR, DRRM, and CCAM landscape and context in the Philippines.
- Understanding of the Philippine government systems, structures, and processes.
- Familiarity with e-learning platforms and tools.

- Ability to compile, maintain and analyze data, prepare reports, and draw initial conclusions in support of work of the Training Officer or delegated project officer;
- Ability to work in a team and maintain effective work relationships with EPR counterparts and staff within the country office.

- Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
