Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

Originally established in 1997, today, the Presenceโ€™s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

A local vacancy for a fix-term appointment has arisen in the OSCE Presence in Albania for a Programme Assistant, G5. The incumbent is under the supervision and supports the National Programme Officer / Parliamentary Support with project implementation and follow up, in particular by proposing and drafting project templates, supports negotiations with beneficiaries and implementing partners; assistance in preparing and conducting conferences and seminars, providing translations, and takes care of and independently solves administrative issues related to programmatic work.


Tasks and Responsibilities:

The incumbent performs the following duties;:

Jointly with the the National Programme Officer, Assembly Support ensures project implementation and follow up, in particular by proposing and drafting project templates, draft contributions for monthly and other reports as well as assistance to negotiations with beneficiaries (MPs and parliamentary staff), implementing partners and OSCE field missions in the regions;

Assisting the National Programme Officer, Assembly Support to co-ordinate between UB and ExB activities to avoid overlapping and identify synergies for maximising results; Following and researching key Assembly development issues of interest to the Presence, keeping track of all legislative processes and monitors work of parliamentary committees and drafts reports; Monitoring recent developments in the parliamentary proceeding; monitoring electronic and print media for political development issues in particular related to parliamentary proceedings. Conducting background research on the institutional and legal framework on the national level; preparing overviews and formulating draft proposals for the National Programme Officer, Assembly Support. Through personal and professional contacts assisting in maintaining working relations with parliamentary services; arranging and attending meetings with Assembly representatives, and international partners, and producing minutes of the meetings. Providing assistance in preparing and conducting conferences and seminars, by providing translations, administrative and logistical assistance; Creating and maintaining databases on Albanian Assembly, MPs, administrative and political staff, as well as national and international organizations dealing with parliament in Albania; creating and maintaining a calendar of all institutional activities related to parliament; creating and maintaining a calendar of Presenceโ€™s activities with the parliament, maintaining the documentation and archives, updating telephone/fax/e-mail lists, etc.; Providing support to the National Programme Officer, Assembly Support and as needed to the Head of Department, and is responsible for all procurement related issues and procedures as relevant. Creating and maintaining the database and administrative files for the programme. Performing other duties as assigned


Necessary Qualifications:

Secondary Education, ideally supplemented by University degree in Political sciences, European Integration issues, International Relations or related field, or equivalent extensive work experience in the field;

Minimum 5-year experience in working with parliamentary issues, particularly in gathering, organizing, analysing, editing and disseminating information;

Familiarity with current Albanian political and parliamentary affairs;

Computer literate with practical experience with Microsoft Office applications

Excellent oral and written English communication skills

Good analytical and interpersonal skills

Must be an Albanian resident and nationality.

Remuneration Package:

According to the fixed OSCE salary scale, the remuneration is approximately 1,058 EUR EURO, subject to National Social Security deductions. OSCE salaries are exempt from taxation.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
