Background:

The incumbent is assigned to the Project Co-ordinator in Uzbekistan (PCUz) Economic and Environments Dimension (EED) to provide secretarial, administrative and programmatic assistance to the dimension. The Unit consist of four staff: the incumbent and one Programme Administrator, one Programme Associate, the National Economic and Environmental Officer and the Senior Project Officer

Tasks and Responsibilities:

Research and Analysis Functions
a) Undertakes researches for information on ongoing issues in Uzbekistan in the area of the economic and ecological development from all available sources, including media monitoring, contacting relevant bodies to identify information relevant for all and follows relevant issues on a daily basis;

b) Communicates and co-ordinates internally, in all matters related to the EED, with all PCUz units and, as requested by the supervisor, externally with NGOs, local and central governmental institutions, international organizations, and relevant OSCE Secretariat units.

Project Management Functions and Reporting
a) Receives project proposals, advises implementing partners, streamlines proposals and assists the Senior Project Officer in developing an integrated strategy for PCUz EED projects, planning, implementation and reporting;

b) The incumbent evaluates project proposals submitted to the PCUz in EED issues, identifies strengths and weaknesses, and provides the Senior Project Officer with recommendations on which proposals fall within the EED programmes and should be considered for funding. The incumbent works with potential implementing partners on workplans, budgets and timelines, translating documents not submitted in English

c) The incumbent monitors the implementation of projects, through regular visits, review of financial and programmatic reports and project deliverables. He/she produces project evaluation reports and provides implementing partners with suggestions on how to improve performance. He/she provides assistance to implementing partners in project management and financial planning through meetings and in writing.

d) On behalf of the EED, the incumbent attends seminars, meetings and conferences issues and reports on [conclusions reached and recommendations made, if requested by the supervisor.

Administrative/Secretarial functions
a) Assists in organizing official visits and conferences; compiles background material and drafts information for seminars and conferences; drafts as required correspondence, reports, evaluations, analyses and justifications, which may be of a confidential nature within the assigned area of responsibility;

b) Proactively co-ordinates with relevant PCUz units (in particular with FAU) and renders administrative support, such as raising PRs, travel arrangements for EED colleagues as well as for project partners, ensures the availability of office supplies; arranges for the procurement of office and project material needed.

c) Makes appointments for the supervisor and maintains his/her calendar; arranges meetings; receives visitors, places and screens telephone calls and responds to routine requests for information; maintains a follow-up system on responses due, reminds the supervisor orally and in writing of the observance of deadlines; keeps the supervisor informed of any foreseen difficulties.

d) Maintains and updates files of reports, correspondence and other relevant material; keeps record of reports received; classifies and codes materials being filed.

e) Performs interpretations and translations from and to Uzbek, Russian and English as directed by the Senior Project Officer;

Necessary Qualifications:

Education: Secondary education supplemented by formal training in administration, accounting, project management. Experience: Minimum 4 years working experience in project management or programme implementation preferably in an international environment with some experience in reporting, interpreting and translation. Languages: Good written and oral communication skills in Uzbek, English and Russian languages. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 1128 as per the relevant OSCE salary scale.

Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
