Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism, and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the Field Operations (FOs), and, as appropriate, to other OSCE institutions and bodies. The Office of Internal Oversight (OIO) is part of the OSCE Secretariat and is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organizationโs activities. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organizationโs internal control framework, and enhances performance and the efficiency and effectiveness of operations.
Objective of Assignment:
The OIO is seeking consultants to provide administrative, operational, analytical, and coordination support to its internal oversight functions, including support to internal audits, evaluations, and investigations. The selected consultant(s) will work under the supervision of the relevant oversight manager(s) and in close coordination with OIO team members, supporting the implementation of the 2026 Internal Oversight work plan.
Duration of Assignment:
The planned during of the SSA support services for each oversight function (Internal Audit, Evaluation, Investigation) is for a period of maximum 9 months. Remuneration will be based on the specific tasks and deliverables for each position/ oversight function, and in accordance with the OSCE established rates for SSAs support services.
Tasks and Responsibilities:
Under the supervision of the designated manager within the respective OSCEโs internal oversight function (Internal Audit, Evaluation or Investigation), the consultant(s) will support the following activities:
Support ongoing Internal Audits, Independent Evaluations and/or Investigations:โข Support with collecting, organizing, and analyzing relevant documentation and data;
โข Support the planning and organization of field visits, including logistical coordination and preparation of background materials;
โข Assist in the preparation, review, and finalization of deliverables, including draft reports, graphs, annexes, and supporting documentation;
โข Support research activities, data collection, review and analysis;
โข Use data analytics and AI tools to support analysis and reporting.
Support the preparation and organization of meetings and briefings:
โข Support the organization of meetings, briefings, and consultations related to specific oversight activities;
โข Prepare agendas, workplans, timetables, background notes, presentations, and meeting summaries as required;
โข Assist with note taking, transcription, translation and/or coding as required.
Support records management, monitoring, and communication:
โข Support the collection, compilation, validation, and analysis of data and information related to OIOโs key performance indicators, and related reporting.
โข Maintain and update tracking tools, databases, and repositories and support classification and records management in line with internal policies and guidelines.
โข Support the development of communication products related to oversight work, such as summaries, briefing notes, presentations, and visuals.
Deliverables:
Ensure that OIO Work Products are detailed, solid, and well grounded; that communication outputs are accurate and well drafted; that information published on the intranet and internet is kept up to date;
Ensure that Missions, Interviews, Field Visits, focus groups, and workshops related to ongoing Investigations, Audits, Advisory engagements and Independent Evaluations are well organized and prepared;
Ensure that document and data requests are communicated to clients on time; that relevant data is accurately stored and prepared for data analysis; that analysis is performed through the use of relevant software and tools; and that conclusions derived from data analysis are consistent and correctly formulated;
Ensure that meetings with Auditees and Evaluation Focal Points are duly prepared and organized; that information is shared with relevant stakeholders; and that responses to requests for advice are well coordinated;
Ensure that outputs and outcomes of the Evaluation Unitโs work are monitored through the collection of data on KPIs.
Necessary Qualifications:
Completed first-level university degree in a field of study relevant to the OSCEโs mandate;A minimum of one (1) year of professional work experience in research, project management, and/or communication;Proven experience with quantitative and qualitative data collection and analysis, and with the development of data visualizations;Attention to detail, and ability to work independently and manage multiple tasks under tight deadlines;Professional fluency in English, with strong oral communication and drafting skills. Professional fluency in Russian would be an asset;High level of digital literacy, including use of Microsoft Office applications (Outlook, Word, Excel and PowerPoint), and software analysis tools (Excel, PowerBi, Survey Monkey etc.). Experience with responsible use of artificial intelligence in a professional context is an asset;Ability to work effectively in a multicultural and multidisciplinary environment, and to integrate a gender perspective into tasks and activities;Knowledge of OSCEโs mandate and work, and prior work experience with the OSCE is considered an asset.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
