The duties and requirements of this seconded (S) position correspond to a P2-level role in the UN common system. Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
DHR provides organizational structure and support to meet business needs by effectively managing the employee lifecycle. Human resources play an essential role in supporting, developing, and co-creating a positive culture in the workplace. Within this context, the Direction and Management Unit co-ordinates the strategic human resource planning for the OSCE. It ensures coherent and consistent planning and delivery of HR management services across DHR, the Secretariat, and the OSCE.
Tasks and Responsibilities:
The Associate HR Co-ordinator plans and co-ordinates HR programmes and interventions, including in relation to appointment of senior officials; develops communication programmes to promote HRM role, objectives, practices, and procedures; co-ordinates the development of HRM Unified Budget and extra-budgetary (ExB) programmes/projects, as well as the review of HRM aspects of other ExB programmes/projects; drafts working documents for the use of DHR, including talking points, summaries, concept notes and presentations; co-ordinates and follows up on responses to audit recommendations concerning HRM in the OSCE.
Working with moderate supervision, the Associate HR Co-ordinator helps to ensure that DHR interventions are horizontally and vertically coherent and consistent with the departmentโs objectives, by providing technical support, co-ordinating DHR input into organizational documents, and recommending process improvement.

Necessary Qualifications:
First-level university degree in human resource management, social studies or a related discipline;
A minimum of four years (two years with a second-level university degree) of professional-level experience in human resource management, public or business administration, preferably in an international organization;
Demonstrated experience in co-ordinating among diverse stakeholders;
Proven knowledge of contemporary HR management issues and practices;
Experience in drafting, reviewing and presenting business communications, such as talking points, presentations, reports and concept notes;
Familiarity with project development and management methodologies;
Experience with budgeting processes, including preparation or review of financial inputs and narratives, would be an asset;
Excellent oral and written communication skills in English. Knowledge of another OSCE official language would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Strong digital literacy, including proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and use of online communication tools.
