Job Summary: The Program Manager will oversee the implementation of the project at the national level and ensure smooth coordination of internal key departments to ensure overall monitoring of workplan deliverables as per donor guidelines and expectations. The PM will support donor reporting and communication as per requirements.
Responsibilities:
Management and Oversight
- Build the capacity of and provide on-going mentoring/support to Implementing Partners (IPs)
- Monitor the implementation of work plan activities for Sub Partners
- Oversee the smooth running of the other non-KP activities implemented by sub partners.
- Supervise and appraise all NERCHA EpiC seconded staff.
Technical Leadership and Innovation
- Build the capacity of local organizations to lead the HIV response through improved knowledge and understanding of the HIV epidemic; development of annual performance plans and targets, and utilization and monitoring of data, and capacity strengthening activities.
- Support, in planning and implementation of community engagement and community outreach strategies and activities for priority audiences, including men.
- Support M & E to ensure all datasets are captured in the system and program decisions are made based on the data.
- Coordinate work planning and program planning for the KP program and support IPs in completion of grant requirements
- Using program data, undergo adaptive management and make changes as needed to ensure project goals are reached.
- Strategically assess program implementation and what steps could be taken to improve performance.
Partnership and coordination
- Effectively collaborate with implementing partners to increase uptake of services and sharing of resources
- Support existing multi-sectoral coordination platforms at chiefdom, Tinkhundla and regional levels, creating linkages with other PEPFAR implementing partners
- Be able to handle problems that are complex and that require analysis of situations and data with evaluation of a range of factors.
- Exercises judgment within broadly defined practices and policies to select methods and techniques to obtain results.
Personnel Management:
- Coaches, mentors, and manages designated project team
- Provide guidance and monitoring for project staff, ensuring clarity over project plans and
priorities, and encouraging effective teamwork. - Ensure that all project personnel receive an appropriate orientation to the organization and the project.
Knowledge, Skills and Abilities:
- Experience with programs in community engagement and community mobilization, specifically related to HIV and capacity building - including planning and facilitating trainings
- Experience working with HIV and AIDS Multisectoral Coordination Framework and 95-95-95 UN targets
- Experience in data acquisition data management, and GIS a plus
- Experience in Managing staff and external program stakeholders to achieve goals and objectives/deliverables of program.
- Coordinates project plans, budgets, training, and resources with management to achieve strategic goals
- Strong negotiator and problem solver.
- Ability to influence, motivate, and collaborate with others.
- Ability to adapt and resolve problems/issues to bring desires programming outcomes.
- Excellent writing, interpersonal, teamwork, and supervisory skills
- Fluent in English and Siswati, both written and spoken; excellent written and oral communication skills
- Skills in Microsoft Office suite of applications, especially Excel and Word
Minimum Qualifications:
- Bachelorโs Degree in Social Science, BSc. in Health Sciences, Public Health, or similar academic field.
- Masterโs degree in public health, MA in Health Sciences, or related field desirable.
- Experience in Public Health programs and working with CBOs is required.
- At least 8 years of relevant senior management experience with U.S. government contractual requirements, reporting mechanisms and stakeholder (government, donor, and partners) engagement.
- Minimum 8 years working in community engagement programs and HIV programming
- Senior and relevant experience with donor funded project management principles and practices and applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
- Good understanding of the functioning of civil society organizations including legal compliances.
