OBJECTIVES OF THE PROGRAMME

Working under Outcome 4.3 of GPW 13 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Supply aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes. The Supply Department has a responsibility for developing supply policies and processes applicable worldwide for sourcing, contracting, purchasing, shipping goods globally and for supporting the procurement of services.

 

DESCRIPTION OF DUTIES

The incumbent's duties include:

  • Assisting the Procurement Officer in the development and implementation of a Sourcing strategy incorporating WHO pre-qualification schemes requirements.
  • Contributing to the preparation and conduct of tender exercises in view of establishing LTAs.
  • Maintaining the repository of WHO portfolio of LTAs.
  • Assisting the Procurement Officer in the performance of all contracts related activities pertaining to the LTAs.
  • Maintaining WHO eCatalogues and contributing to the development of the Catalogue tool (on ERP).
  • Contributing to the update and development of Standard Operating Procedures (SOPs).
  • Liaising with the relevant technical experts and Units (IT, Asset management, scientific and medical experts, etc.) to ensure the accuracy and consistency of the procurement processes and outcomes.
  • Performing other duties as required.

     

    REQUIRED QUALIFICATIONS

    Education

    Essential:

  • First level university degree in procurement, business or public administration or similar field from an accredited/recognized institution.

    Desirable:

  • Certified training in procurement (CIPS or equivalent).
University degree or professional qualification in a medical or paramedical field from an accredited/recognized institution. University degree or professional qualification in Information Technology from an accredited/recognized institution.

Experience

Essential: 

A minimum of two years' experience in procurement operations, preferably in an international organization.

Desirable: 

Experience using Enterprise Resource Planning Oracle systems or similar packages. Previous experience in procurement or logistics areas in WHO or UN agency. Experience in the development and/or implementation of IT projects, databases. Demonstrated exposure at the international level.

Skills

Thorough knowledge of procurement processes and best practices Advanced knowledge of ERP systems. Excellent communication and negotiation skills. Demonstrated ability to act independently and exercise sound judgment. Ability to work as a member of a team. Ability to work under pressure and meet deadlines. Excellent organizational skills. Thorough knowledge of administrative, financial and management principles and practices. Working knowledge of UN procurement principles and practices.

REMUNERATION

Remuneration comprises an annual base salary starting at HUF 16,410,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
