Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

The Operations Officer plays critical role on the PIH Operations team. The role involves assuring the program at the MCoE health facility is running effectively and help guide the vision for future priorities. The Operations Officer shall support the Operations Manager and work hand in hand in improving the quality of operations at the MCoE health facility. They shall help the Operations Manager in creating the enabling environment for all staff, including clinical, clerical and administrative teams, to do their jobs. This role assures building systems or improving them.

Essential Duties and Responsibilities:

Responsible for inventory management tasks in areas identified in partnership with Operations Manager and Clinical Leadership. Responsibilities may include conducting regular inventory counts, reporting summary of inventory status, receiving stocks and regular monitoring. They shall track/check on supplies at regular intervals, and report to Operations Manager or other relevant stakeholder as appropriate; this is to ensure that there are no stock outs.

  • Implement improved operational measures and policies that promotes efficiency.
  • Provide technical support in areas of planning and with regards to cleaning materials, and cleaning effectiveness.
  • Engagement with relevant authorities in Waste Management in making sure waste are transported to identified dump site.
  • Perform clerical work as necessary to support documentation and record keeping procedures.
  • Work closely with infrastructure team in following up of maintenance requests.
  • Perform tasks that are in line with operations management, as assigned by management or the operations manager. Areas may include operational responsibilities to support broader Partners in Health Operational priorities outside the specific scope of the MCoE facility.

    Shall work closely with the Operations Manager in identifying Operations weaknesses, opportunities to strengthen existing processes and systems, as well as solving problems and emergencies as they arise.

    Education and Work Experience Requirements

    • Excellent verbal and written communication skills, including ability to effectively communicate with internally and externally.
    • Experience leading organizational development at a progressive organization, with a minimum of three-years and track record of successfully designing and implementing learning and staff development programs.
    • Experience with curriculum and training content design, including independently designing internal training programs at likeminded organizations.
    • Excellent computer proficiency (MS Office โ€“ Word, Excel and Outlook).
    • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
    • Strong proactivity and initiative, a self-starter with an ability to lead new programs and translate ideas into action.
    • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
    • Attention to details.

      HND, ND and preferably BSc in /Procurement & Logistics, Business Administration, Organizational development and other related areas or 5+ years of work experience equivalence.
