Position Title: Sourcing Manager
Position Classification: Regular; Exempt; Full-Time; 40 Hours/Week
Reports To: Director of Pharmacy and Sourcing
Location: Employees in this role can work from our Boston, MA office, remotely within the U.S. or a hybrid of these two options.
Travel: Up to 20% International travel

Position Overview
The Sourcing Manager is a member of the Sourcing and Pharmacy team within the International Operations department, which is responsible for cross-site planning and support for facilities, biomedical, pharmacy, and supply chain. The Sourcing Manager will lead sourcing and compliance activities within the Pharmacy and Sourcing Team, including supervising a team of analysts, with the goals of improving systems for internal and external compliance, pursuing opportunities to increase cost savings and decrease lead time for international orders, and efficiently responding to site order requests. The Manager will work closely with members of Partners In Health’s (PIH) programs and clinical teams to understand requirements for new items and procurement activities and will collaborate with Partners In Health’s (PIH) finance, contracts, and development teams to improve policies, steward relationships with key vendors and partners, and adhere to grant requirements.
As a member of the International Operations department, the Manager will provide support to other functional areas of the team as needed, including facilities, planning, and logistics. The Manager must be comfortable representing the team both internally and externally to donors, vendors, and other partners with importance to the organization, and will support and contribute to broader organizational projects, including proposal development, grant reporting, budget creation, and systems design.
Specific Responsibilities:
Sourcing (50%)
- Optimize sourcing activities by taking a proactive, solution-oriented approach to implementing new processes and process improvements and updating policies/procedures
- Identify opportunities to implement contracts to increase cost savings and improve lead times; negotiate contracts with vendors
- Lead annual bid process with US-based and international vendors
- Identify and collaborate with partners and vendors who can provide technical expertise in sourcing
- Identify new sources and design systems to report on vendor performance
- Work with clinical and program teams to document specifications and requirements for new purchasing requests
- Manage and clean data related to sourcing activities and conduct data analysis to inform decisions
- Oversee sourcing activities in response to order requests, including ensuring that team members consistently use sourcing data and contracts to inform ordering decisions
Supply Chain Compliance (30%)
- Act as the International Operations department’s subject matter expert for funder compliance, including USAID and US Government regulations as well as other donors and regulatory agencies
- Evaluate supply chain processes, systems, and documentation to ensure ongoing compliance; propose and execute improvements and solutions to areas of weakness, and implement training to align with organization best practices.
- Design reports and contribute to the design and testing of information systems to enable compliance and accurate donor reporting
- Flexibly respond to requests for support from sites and other departments
Team Management (20%)
- Manage and supervise Sourcing Analysts, ensuring staff are efficiently completing work, meeting site needs, and coordinating with other departments and teams as needed
- Support and train team members to ensure compliance with internal and external procurement guidelines
- Ensure staff have clear responsibilities, help manage workloads and identify and remove obstacles to achieving goals, and help develop individuals to achieve their personal and professional goals
Qualifications:
Required Experience, Education, Licenses or Certifications:
- 6-8 years relevant experience, or a combination of experience and education, in supply chain, operations, global health, or similar field, with at least two years of experience specific to sourcing and compliance
- Experience overseeing procurement, including conducting bids compliant with USAID or similar rules and regulations
- Ability to implement process improvements and positively influence team members towards meeting organizational goals
Preferred:
- Experience with contract negotiation and/or long-term agreements and/or US based group purchasing organizations
- Add something about facilities and biomed sourcing/procurement
- Experience evaluating systems for compliance, ideally with USAID or similar rules and regulations
- Experience managing USAID grants or grants with similar rules and regulations
- Experience working or living in a developing country
Skills
- Required: Both technical (e.g., proficiency in software, clinical, project management) and soft skills (e.g., communication, customer service, creativity and innovation, planning, strategic thinking, change management, persuasion and influencing).
- Experience working with information systems, preferably inventory management or ERP systems, or ability to learn new system quickly
- High attention to detail and proficiency with Microsoft Excel-based data analysis
