Background:

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
Originally established in 1997, today, the Presenceโ€™s activities range from arms control and the fight against trafficking to electoral assistance; anti-corruption initiatives; gender mainstreaming and environmental projects; human rights protection; legislative, judicial, and media reform; and the capacity-building of law enforcement officials.

A new vacancy for a National Project Officer, NP2 has arisen in the Electoral Reform Unit within the Democratization Department, in the Extra Budgetary Project \"Support to Electoral Reform and Processes in Albaniaโ€.

Working with limited supervision and substantial independence, the National Project Officer is responsible for coordination of project activities, provision of technical advice on project implementation modalities and the planning and conduct of potential programmatic activities in the relevant field of expertise, where required after clearance by the Project Manager and/or Programme Manager and in co-ordination with other OSCE Presence in Albaniaโ€™s executive structures and external partners.


Tasks and Responsibilities:

Planning, coordinating, managing and supervising the implementation of project activities at all stages, including selecting, interpreting, organizing and summarizing background information to describe the overall context and background relevant to the project and/or the election-related topics and developments in the areas covered by/pertinent to the project [field of expertise relevant for the project], assessing the local, regional or international context for the planning and administration of the project. Implementing the project by facilitating process delivery and ensuring all undertaken operations comply with results and objectives, analysing and interpreting project background history and documentation, identifying, reconstructing and documenting significant project events, decisions and deviations, leading needs analysis, designing and coordinating the projectโ€™s activities and overseeing their execution (including forecasting of budgets, participating in the selection and oversight of consultants, implementing partners and vendors). Preparing and delivering capacity building, facilitation and moderation activities according to plan, and providing expertise in the development and implementation of policies, programmes and activities, and as well as management support in the relevant field of expertise. Preparing project reporting documents, drafting proposed revisions of narrative and budget project-related documents such as background and justification, risk assessment and/or logical framework matrix, evaluation forms and analysis etc., as well as drafting concept notes and providing substantive input to project activities, progress and evaluation reports, talking points etc.; drafting comments on designated aspects of project progress as an input to programme monitoring; drafting project revisions, including adjusting individual project budgets, on the basis of changed work plans, ensuring compliance with the projectโ€™s visibility plan. Conducting regular monitoring and reporting activities, including assessment of specific aspects of project implementation, close follow up on budget and expenditure, evaluating the conduct of activities as per project cycle management, and identifying problems and proposing that actions be taken to expedite delivery of inputs. Arranging co-ordination meetings, workshops, training, discussion fora, sessions, briefings, visits, publications and related activities for relevant stakeholders and counterparts, including provision of guidance on related administrative matters, in collaboration with designated internal and external partners

Necessary Qualifications:

First-level university degree in law, political science, public administration, international relations or a related field. Advanced degree (Masters or equivalent) would be an asset. A minimum of four years of professional-level experience in project management, preferably in an international environment Demonstrated experience in planning, implementing and managing donor-funded projects,
including with strategic/multi-year plansโ€™ documents. Excellent election-related expertise and knowledge of the OSCE commitments/international standards for democratic elections; Experience in planning and organizing workshops, seminars, roundtables, etc. (including multi-party/complex ones and involving high-level stakeholders); Experience in planning and organizing workshops, seminars, roundtables, etc. (including multi-party/complex ones and involving high-level stakeholders); Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Excellent oral and written communication skills in English.


Remuneration Package:

According to the fixed OSCE salary scale, this post is classified as NP2, subject to National Social Security as per Albanian Law. OSCE salaries are exempt from taxation. Appointments are normally made at step 1 of the applicable OSCE salary scale.
