The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities:

The National Finance and Budget Officer will work under the Extra-Budgetary Project โ€œStabilization of Tajikistanโ€™s Southern Border Region with Afghanistanโ€. Under the direct supervision of the Finance Officer, the successful candidate will be tasked with the following duties:

Ensuring that internal control systems in Project finance and budget area are implemented and synthesized information is available through; Advising the PMs on the most efficient use of Project resources and application of the respective policies of the CRMS; assisting PM and PCU in preparing budgets for project components in accordance with OSCE procedures and donor requirements; Recommending to Project Manager and PCU the reallocation of funds as necessary within the framework of the project in conformity with OSCE procedures and donor requirements; Producing detailed budget and expenditure reports using IRMA/Oracle and DocIn applications, proceeding with cost forecasts on a monthly basis and as requested by PM, PCU, FO or CFA; drafting budget and expenditure reports for donors; Liaising with project staff and Finance Unit to ensure follow-up action on budget implementation and reporting; Identifying financial management problems and proposing corrective action to the Project Manager, National Procurement Officer and Project staff in relation to implementation of project activities; Designing and implementing financial reporting oversight tools; ensuring compliance of project expenditures with Project budget allocations, OSCE chart of accounts, and donor budgetary and financial policies and procedures, in particular with the contribution agreements governing the project; Reviewing and approval of Project Official Travel Authorizations and Travel claims, requests for representation funds; requests for operational advances; financial conditions in Special Service Agreements, purchasing requisitions and contracts to ensure compliance with OSCE budgetary and financial policies and procedures, as well as donor requirements; Verification and approval of Project payment vouchers, ensuring Tax exemption, providing with Budgetary control for procurement requisitions related to project activities within the limits POiD CFA delegated; Verification and approval of all Project payments transactions and reconciliation; controlling and advising on appropriate banking arrangements, managing cash replenishments and settlements of operational advances; Verification and approval of Project Suppliers ensuring they are not in EU sanction lists; Collecting and summarizing background information for Project financial risk assessment analysis; preparing periodic financial reports for internal use (Project Manager, Finance Officer) and for submission to the OSCE Secretariat (PESU, ExB Unit, OIO) and for external use (Donor and external auditors); Monitoring budgetary expenditures (both unified and extra-budgetary contributions), ensuring that funds are in balance and expenditures do not exceed approved allotments; implementing necessary corrections and budget adjustments; Maintaining working relations on financial issues with relevant stakeholders at POiD and Secretariat, co-ordinating all matters related to implementing recommendations of OSCE internal and external auditors; Responsible for ensuring the accuracy and completeness of the general ledger inputs and proper recording; verifies the correctness of information for input into the General Ledger to ensure that it is in compliance with the relevant Financial Rules; Assisting to CFA in the verification of payroll entries made by HR for the Project staff, PM entitlement travel; Coordinating and supervises the Project Finance and Budget Assistant and Finance and Treasury Assistant, monitoring their performance, setting goals and priorities, controlling workflow for effective performance, providing on-job trainings, guidance on the regular basis; Briefing local and international Project staff on interpretation of Financial Regulations, Financial Instructions and Oracle operating system; Attending the meetings upon request wherein answers to queries pertains to her/his areas of responsibility; attends regular/ad hoc FAU and Project meetings where required; Maintaining all the records pertain to assignment, delegation and control of approval authority; Performing other related duties.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

University degree in finance, accounting, business administration or economics; A minimum of two years of professional experience in accounting, finance, treasury or budget, preferably in an international organization and/or experience in an inter-governmental, governmental or commercial organization; Computer literate with advanced practical experience with Microsoft applications and experience in using ERP systems (Oracle etc.); Excellent written and spoken communication skills in English, Russian and Tajik languages; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,165.83 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
