In recent years, IOM has been strengthening its cooperation with the ASEAN on several migration-related issues including trafficking in person, disaster risk reduction and responses and labour migration. In light of the opportunities and challenges the regional integration and connectivity brings related to migration and mobility, as reflected in the Vision 2025, which is mutually reinforcing with the Agenda 2030 for Sustainable Development, and building on its cooperation in the ASEAN Member States, added value role to respond to ASEAN migratory priority issues, IOM has stepped up its cooperation with the ASEAN on such priority issues in line with the implementation of the ASEAN’s Vision 2025.

In this regard, the ASEAN Affairs Officer will play an important role in strengthening IOM’s cooperation with ASEAN, support its IOM’s liaison with Jakarta-based ASEAN counterparts – including the Permanent Representatives of the ASEAN Member States (AMS), ASEAN Secretariat (ASEC) and other ASEAN entities and partners, in coordination with the Regional Office for Asia and the Pacific (ROAP) and the Country Offices in the other AMSs. This position is under the overall supervision and guidance of Chief of Mission, with direct supervision under the National Partnership and Liaison Officer, and technically coordinate with Senior Regional Policy and Liaison Officer at the IOM Regional Office for Asia and the-Pacific in Bangkok, Thailand.

  1. Assist in coordinating the implementation of the ASEAN-IOM work programme and monitoring progress, and its link to the ASEAN-UN partnership which IOM is part of.

  2. Support efforts to strengthen the IOM’s partnership with ASEAN, including by planning meetings; organizing workshops; and establishing effective partnerships with all actors; attend related events and report on outcomes as deemed relevant and strategic to IOM mandate and its activities.

  3. Monitor ASEAN activity agenda and development relevant to IOM’s cooperation with the ASEAN; regularly inform the ROAP and COs on upcoming events; provide analyses of key development

  4. Support establishing and maintaining liaison with Jakarta-based ASEC, MS representatives (i.e. Permanent Representatives) and other relevant stakeholders; and arrange and participate in meetings with key counterparts, the Chief of Mission and the Regional Director, and report on outcomes; support the ROAP and COs in their participation in the ASEAN and related meetings.

  5. Provide input and strategic advice on IOM’s cooperation approach with ASEAN.

  6. Coordinate and convey IOM’s input to ASEAN migration-related priority issues by seeking advice and input from the ROAP, country offices and the HQs; compile and/or develop information products on IOM’s activities and ensure timely dissemination of such products whenever requested by AMS representatives, ASEC, and other Jakarta-based stakeholders.

  7. Create and update information products and other tools in support of the IOM’s cooperation with the ASEAN for use by the ROAP, COs in the AMSs and the HQs.

  8. Establish and maintain liaison with donors, diplomatic missions and multi-lateral development partners on opportunities for partnerships in relation to ASEAN.

  9. Contribute to the development of project proposals with an ASEAN coverage, and ensure proper reflection of ASEAN.

  10. Undertake duty travel as required for the performance of the above tasks.

  11. Perform other relevant duties as assigned.
