What we are looking for:ย 

A highly driven and seasoned professional to provide strategic direction and quality assurance of monitoring, evaluation and learning (MEL) function in the Country Office (CO). The MEL Manager will design and implement strategies, Standard Operating Procedures (SoPs), and budget for MEL which ensures the Country office is meeting and exceeding MEL minimum standards. They will plan for and generate the evidence and learning required to feed into programme and strategic decision making.

What you will do:

  • Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global MEL framework, policy and strategy.
  • Develop CO specific MEL SoPs responding to contextual challenges, according to NRCโ€™s MEL minimum standards ensuring necessary resources.ย 
  • Lead the roll-out of established and revised programme level MEL systems across all field offices
  • Facilitate the update of core MEL tools and provide trainings on key MEL principles and skills.
  • Ensure data management and information flows within programme remains aligned with the MEL SoPs.
  • Provide technical support on outcome monitoring methodologies, data analysis plan, and reporting to the programme team.
  • Responsible for the overall quality control of internal monitoring and reporting processes (Macro Logframes, assessments, PDMs, FGDs, etc.)
  • Provide Technical Support to core competency technical specialists on the development of Macro Logframes and Theories of Change
  • Consolidate and quality check monthly output and outcome data reported in the Global Output and Outcome Reporting System (GORS). Support the key staff with access to GORS pivot tables, dashboards, and other IM tools.
  • Conduct Regular health checks on MEL systems and data analysis.
  • Lead on the development and roll-out capacity building and training to project staff, MEL teams in Area Offices, and partner staff on MEL technical and conceptual areas.
  • Disseminate NRC MEL standards and guidelines as needed or directed by M&E management
  • Contribute to organizational learning by supporting in organizing learning moments, dissemination of main findings and recommendations deriving from conducted M&E exercises.
  • Lead on external evaluations and after-action reviews including the development of evaluation ToRs, supporting the evaluations steering and technical committees, revision of evaluation results and supporting the documentation and adoption of recommendations.
  • Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staffโ€™s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.ย
