We are currently seeking qualified Monitoring, Evaluation and Learning (MEL) Director candidates to be proposed on the anticipated USAID/Guatemala Combating Corruption in Guatemala Task Order issued under the Programming for Prevention and Peacebuilding (P4P2) IDIQ. The projectโs anticipated primary focus is on improving the effectiveness and coordination of the justice system in Guatemala, a critical component in mitigating fragility. Anticipated project activities will: fortify oversight bodies and institutions responsible for combating corruption ,fostering democratic governance, and upholding the rule of law; promote access to justice for traditionally marginalized populations and enhance citizen security and inclusive justice; drive substantive governance reforms that enhance legitimacy and minimize corruption; mitigate negative impacts of disinformation and propaganda by strengthening the capacity of institutions to monitor, counter, and lessen these influences; and issue subgrants to civil society organizations (CSOs) committed to reducing corruption and impunity. This project will take place for approximately 21 months, between September 2023 to June 2025, with an estimated budget ceiling between $20-25 million USD.
Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.
Job Summary:
The Monitoring, Evaluation and Learning Director (MEL Director) will be responsible for leading the design and implementation of a comprehensive monitoring, evaluation, and learning plan for the project. S/he will work closely with the project team to implement systems to safeguard the collection and management of data and will ensure that project learning is shared with project staff and partners and is used to inform needed changes to program activities. The MEL Director will also play a key role in reviewing, selecting, designing, and monitoring any research-related grant activities. The MEL Director will be located will be located in Guatemala City, Guatemala with anticipated project-funded travel throughout the country. The position will report to the Chief of Party.
Primary Responsibilities:
- Oversees MEL activities in close collaboration with the Chief of Party and participates as a member of the Senior Management Team.
- Develops and directly contributes to the development and implementation of the MEL plan, tools and systems and oversees the implementation and integration of a Collaborating, Learning and Adapting (CLA) approach to collect, interpret, and apply data and project learning that demonstrates impact and project accountability and progress, and informs adaptation of project activities;
- Develops and supports the design and implementation of high-quality quantitative and qualitative surveys and participatory methodologies to monitor program quality for performance and results;
- Promotes dissemination and use of lessons learned by the project team and partners;
- Provides training to staff and primary stakeholders on the MEL plan and tools;
- Conducts data collection and verification and contributes to project performance and data reports as required;
- Ensures all relevant project staff are aware of and adhere to funder and government monitoring, evaluation and reporting guidelines and requirements.
- Ensures data collection tools and systems are being used correctly by staff and subcontractors to collect required and accurate data for performance, monitoring and evaluation; coordinate with the home office to conduct internal data quality assessments and to address any issues identified;
- Identifies MEL technical assistance (TA) needs of partners, facilities and/or government counterparts and provide/organize TA through training, mentorship, and/or on-site supervision;
- Supervises a data analyst and coordinates with staff on data collection and MEL activities;
- Contributes, as requested, to the design and oversight of project-funded research activities;
- Oversees capacity development activities on MEL topics, including the development of relevant workshop materials, development of MEL guides and direct technical support to grantees on MEL.
- Performs other duties as assigned.
Position Requirements:
- Masterโs Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
- Ten (10) or more years of relevant experience including experience managing and/or effectively implementing research, monitoring, evaluation, and/or learning activities for development activities, especially in the democracy, governance, rule of law, peacebuilding, social science research, and/or other relevant sectors.
- Experience designing and implementing qualitative and quantitative research and survey methodologies.
- Experience developing monitoring and evaluation systems and data collection tools.
- Informed of current program developments in democracy and governance, rule of law, access to justice, and/or anti-corruption programming.
- Ideally, the candidate will also have worked on USAID or other donor programs and be familiar with USAIDโs approach to ME&L and CLA.
- Fluency in speaking, reading and writing in English and Spanish required;
