Generic responsibilities:
Adhere to NRC policies, tools, handbooks and guidelines. Assist with the implementation of the support function portfolio according to plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents.ย Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist. Development of holistic and needs based programs, including cash-based interventions and marked based programs. Promote and share ideas for improvement of the support function.Specific responsibilities :
Planning and Maintaining M&E Systemsย
Coordinate process to establish programme level M&E systems. Participate in log frame design during project proposal process to support on indicator formulation. Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of M&E activities and reporting.Programme Supportย
Support in standardizing M&E across projectsย Support in developing data collection methodology and tools and in actual data collection, as needed. Support in data management and development of clear information flow between programme and M&E staff, as needed. Ensure that monitoring data is reported in a timely manner to relevant programme and managerial staff.ย Capacity building and training of programme staff on M&E technical and conceptual areas, as needed. Manage the project area data collection, analysis and report writing. Led the project area reporting requirement including but not limited to baseline and endline, verifications, Spot checking, post distribution monitoring, outcome monitoring for indicator measurement.ย Communication/Other
Support the Programme Department in new initiatives, should these arise during the employment period. Other activities agreed and discussed with the Mutli-CC Project Manager and AO ย M&E Departmentย Liaise with peer organizations and M&E staff in partner agencies to facilitate lessons learned and coordination.Generic professional competencies:
Experience from working in IDP /refugee related programmesย At least 2-3 yearsโ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development. Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods. English language proficiency (speaking, reading, writing) Fluency in Dari and Pashto ย Strong computer skills, including MS Office (Word, Excel, Outlook)Context related skills: knowledge and experience (shall be adapted to the specific position):ย
Education:
โข ย ย ย Minimum of a university degree in social science, economics, rural development or in other related fields. Prior experience with monitoring and evaluation required.
