Background Information - Job-specific
UN Security Council Resolution 2720 (2023) mandates the establishment of a mechanism โfor accelerating the provision of humanitarian relief consignments to Gaza through states which are not party to the conflict, consulting all relevant parties, with the goal of expediting, streamlining, and accelerating the process of providing assistance.โ The United Nations 2720 Mechanism for Gaza will be built to include all the commodities that are necessary to ensure effective response to the needs of 2.2 million residents of Gaza (throughout the Strip), encompassing humanitarian, reconstruction, and early recovery needs.
Functional Responsibilities
Under the direct supervision of the Cyprus UN2720 Coordinator the Logistics Specialist will be responsible for the following:

Work on the logistics strategy of the Mechanism

Define logistics strategy within UNOPS policies and procedures and ensure effective integration of logistics operations.

Coordinate the establishment of reports based on logistics movements and distribute them according to requirements.

Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.

Manage logistics Operations
-
Manage logistics operations including all logistics assets to ensure timely and cost-effective delivery of UNOPS projects.

Provide technical logistics coordination and support to on-going air, land, sea, or rail operations across the UN2720 response.

Coordinate logistics operations with other organisations, including private sector and humanitarian partners.
-
Identify, mobilise resources, implement and report on special logistics operations.
-
Ensure the integrity of transport information, including commodity tracking.
-
Prepare and maintain transport information for reporting purposes.
-
Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.

Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews

Quality Control and Quality Assurance

Ensure effective commodity management and quality control

Ensure warehouses are managed in accordance with minimum standards.

Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews.

Knowledge management and knowledge sharing

Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards.

Organise, lead and participate in regional logistics meetings, including logistics cluster meetings.

Support UN2720 staff in other offices.

- Masterโs degree or equivalent in business administration, engineering, computer science, statistics or economics (preferably transport economics), or equivalent professional experience or extensive relevant logistics experience.

- A first-level university degree in combination with required qualifying experience may be accepted in lieu of the advanced university degree
b. Work Experience

A minimum of five (5) yearsโ professional experience at the international level or in combination with three (3) years at the national level, in advising on, implementing policies and procedures to deliver a range of complex logistics programmes and services.

Experience implementing or coordinating humanitarian logistics operations.

Experience implementing shipping logistics operations a strong advantage.
