Duration and type of contract: ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย  8 Months Fixed Term with the possibility of extension based on availability of funding and performance.

Role and responsibilities

The purpose of the Team Leader is to manage the LFS project team and activities in Kajo-Keji County. The following is a brief description of the role.ย 

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

Line management of LFS project staff. Implement plans of action for the delegated portfolio of FSL projects according to strategy, proposal, budget, plan, and donor requirements while ensuring high technical quality.ย  Day-to-day follow-up of progress in project implementation. Ensure compliance with NRC policies, FSL tools, handbooks, and guidelines. Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist them. Promote and share ideas for technical improvement. Prepare periodic progress reports and other documents. Promote the rights of IDPs/returnees in line with the advocacy strategy. Ensure capacity building of project staff and transfer key skills.ย  Liaison and collaboration with relevant local authorities and stakeholders including relevant partners.

Specific responsibilitiesย 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.ย 

Assist the LFS Project Coordinator in administration, logistics (including inventory, purchases, requisitions, quotations, as well as IT hardware/software support), coordination, execution, and monitoring and evaluation of LFS projects in Kajo-Keji in particular and South Sudan in general. Provide day-to-day supervision and support to the LFS team members in Kajo-Keji including but not limited to implementation of Human Resources processes such as recruitments, orientation, training, performance management, and leave planning and tracking, and report on their progress. Liaise and maintain excellent working relationships with the finance, admin, logistics, and other CC team members to ensure full support for the project. Prepare financial and logistical work for activity implementation Oversee the preparation of PRs, advances, etc. in respect of procurements needed for training and other activities promptly before the training and /or activity. Coordinate field activities for targeted beneficiaries, including the preparation of information and presentation materials and supervising logistical arrangements Follow up on weekly meetings, conduct monthly and quarterly meetings, and collect accurate and updated information about project activities. Report any problem related to finance, admin, and logistics within the FSL team and the support team to the attention of the supervisor for resolution. Be responsible, with the LFS Project Coordinator, LFS Specialist, and other staff for identifying improvements in the planning and implementation of LFS monitoring activities and assist in improving the effectiveness and technical quality of activities. Schedule and participate in regular field missions to assess the situation of IDPs and returnees in areas of high concentration. Respect and ensure the protection of the anonymity of clients approaching NRC and the confidentiality of the information received from all clients. Ensure correct implementation of NRC Security Policy in the office and field, including managing the usage of vehicles, and radio/ satellite phone equipment by project staff. Prepare monthly reports, donor reports, thematic reports, and correspondences with government officials, NGOs, and CBOs. Monitor, evaluate, and suggest improvements to the LFS project based on observations, assessments, and discussions with the LFS team members. ย Actively promotes collaborations between NRCโ€™s LFS CC and other CCs (including support) through the provision of technical support to the other teams. Contribute to NRCโ€™s strategy, action plan, advocacy agenda, and priorities for the LFS project. Contribute toย the development of project proposals related to the country strategy plan. Ensure the marketing of the LFS project in Kajo-Keji in particular and South Sudan in general. Upon technical directives from the LFS Specialists, the PM or the Field Office Coordinator, represents NRC and presents LFS advocacy issues in meetings with humanitarian partners, authorities, and beneficiary communities in a professional manner. Perform any other task relevant to the position as may be requested by the supervisor.

Generic professional competencies for this position:ย 

Master's or bachelorโ€™s degree in Agriculture and Livelihoods related field or social sciencesย  Experience working in a Food Security and Livelihoods project implementation position in a humanitarian/recovery context Previous experience working in complex and volatile contexts. Documented results related to the positionโ€™s responsibilities. Experience in administration, finance, logistics, and personnel management, includingย training, supervision, and coaching of staff. Proven communication, interpersonal, representation, negotiation, and leadership skills. Knowledge about own leadership skills/profile. Fluency in English (both written and verbal) and the local language commonly used in the intervention locations.

Context-related skills, knowledge, and experience (shall be adapted to the specific position):ย 

Knowledge of the LFS context in South Sudan and the specific program area. Knowledge of Juba Arabic and other local languages spoken in the program area is an advantage. Experience with ongoing program implementation. Good level of competency in computer skills (common Microsoft Windows and Office applications). Proven skills and experience in report writing. Strong organizational and logistical skills and the ability to work with little infrastructure and to function in difficult situations including limited transport options.

Duty Station and Living Conditions:

The post holder will be based in Kajo-Keji and will be required to travel to different areas of intervention within Kajo-Keji County. As the position is for a South Sudanese National only, the employee will be responsible for finding his or her accommodation and welfare.
