What we are looking for

ย A candidate with strong technical experience in displacement-focused programming related to protection, economic inclusion, or self-reliance and familiarity with humanitarian-development nexus and localisation strategies.

Knowledge of systemic barriers to durable solutions, rights-based and area-based approaches.

Strong capacity in proposal development, programme design,planning, and evidence-based advocacy with proven ability to work in complex multi-stakeholder settings.

Experience in engaging with government actors and development partners, working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, WFP, BHA, NMFA, Sida).

Understanding and experience of carrying out Needs and Market related assessment and analysis with the ability to devise and adapt tools to context.

Strong interpersonal and capacity building skills with a high level of communication, representation, flexibility, and negotiation skills. ย 

Experience and understanding of specific context of Mozambique and/or Cabo Delgado.

Fluency in Portuguese and English required (spoken and written).

What you will do

The purpose of the Resilience and Durable Solutions Specialist role is to provide technical leadership and strategic direction to NRC Mozambiqueโ€™s efforts in enabling pathways toward self-reliance and durable solutions for displacement-affected populations.ย 

As NRC phases out its Livelihoods and Food Security (LFS) programming, this new role ensures continuity in addressing the structural barriers that hinder displaced peopleโ€™s ability to rebuild their lives, with a specific focus on protection-centred responses, area-based approaches, access to services and rights, and collaborative solutions.

The Specialist contributes to NRCโ€™s One-Response transition planning, promotes integrated programming, and leads engagement with partners, government institutions, and other stakeholders to remove displacement-related barriers and strengthen resilience systems. The Specialist is also responsible for mentoring, training, capacity building staff, programme development and coordination of all staff, across all CCs and modalities,ย contributing to self-reliance, durable solutions, and resilience programming.

Key responsibilities

  • Contribute to and lead the expansion and development of NRCโ€™s strategy for self-reliance and durable solutions in Mozambique, with a strong focus on area-based and systems approaches.
  • Lead the technical development and implementation of NRC Mozambiqueโ€™s approach to resilience and durable solutions, technical SOPs / guidelines, and Macro Logframes.
  • Design and support integrated responses that remove displacement-related barriers to access services, documentation, legal protection, housing, and education.
  • Promote local partnerships and community-based planning processes that strengthen local ownership, social cohesion, and inclusive participation in solutions strategies.
  • Guide strategy development, programme quality and cross-sector integration, in coordination with other Core Competencies (CCs).
  • Identify thematic trends and donor priorities; contribute to concept notes and proposals.
  • Provide technical direction, project implementation support, systematic training and capacity building staff;
  • Represent NRC in technical forums and working groups, including with national authorities and donors, particularly around resilience, solutions, and localisation.
  • Active participation in Economic inclusion and Resilience forums at national levels.
  • Ensure safe and inclusive programming principles are embedded in all Durable Solutions activities.
  • Ensure compliance with and adherence to NRC policies, guidance and procedures;
  • Promote the rights of IDPs and returnees in line with NRCโ€™s advocacy strategy; contribute to advocacy efforts around legal identity, right to work, and integration into public systems for displaced persons.

    What you will bring

    • Minimum first level university degree/Bachelorโ€™s Degree in relevant and related field.
    • Minimum 6 years of experience in displacement-focused programming related to protection, economic inclusion, or self-reliance.
    • Strong skills in proposal development, programme design,planning, and evidence-based advocacy.
    • Proven ability to work in complex, volatile, and multi-stakeholder settings.
    • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, WFP, BHA, NMFA, Sida).
    • Understanding and experience of carrying out Needs and Market related assessment and analysis with the ability to devise and adapt tools to context.
    • Ability to work closely together with other field staff and across sectors and an effecitive trainer
    • High level of communication, representation, flexibility, and negotiation skills. ย 
    • Fluency in Portuguese and English required (spoken and written).

      Context/ Specific skills, knowledge and experience:ย 

      • Experience and understanding of specific context of Mozambique and/or Cabo Delgado.
      • Experience in developing and implementing protection-centred programming and area-based approaches.
      • Knowledge of systemic barriers to durable solutions and rights-based approaches.
      • Understanding of cash and market systems, inclusive governance, and environmental mainstreaming.
      • Familiarity with humanitarian-development nexus and localisation strategies.
      • Experience in engaging with government actors and development partners.
      • Experience with results-based management, donor reporting, and monitoring and evaluation frameworks.
      • Proven ability to operate under strict deadline and high level of discipline and professionalism.
