ROLE PURPOSE
Working in 54 developing countries across Africa, Asia and the Americas, with a total annual budget of approximately Euros 1 billion, Plan Internationalโs stated Global Strategic Goal is to reach 200 million girls, particularly those living in fragile contexts, fighting injustice or facing crisis, with high-quality programmes that deliver long-lasting benefits.
The Government of Liberia, through the Liberian Ministry of Gender, Children, and Social Protection (MGCSP) is implementing the Liberia Women Empowerment Project (LWEP) (P173677) with financing from the International Development Association (IDA) of the World Bank Group ($44.60 million). The LWEP aims to improve social and livelihood services for women and girls in targeted communities, foster positive social norms, and strengthen the government's capacity to advance women and girlsโ empowerment through a โwhole communityโ approach targeting multiple actors and levels. The World Bank views this project as creating a platform for the empowerment of women where policy dialogue happens, evidence of what works is produced and disseminated, and partnerships are strengthened. The project will be implemented by the Liberian Ministry of Gender, Children, and Social Protection (MGCSP).
Plan International is seeking to be the Lead Service Provider for components 1,2 & 3 of this project under the supervision of the Project Management Unit (PMU) of the MGCSP. We are seeking someone who will oversee the financial operations of the project to ensure effective use of its financial resources. They will manage the operations support services functions, including business planning processes, accounting and treasury, financial reporting and analysis, and internal financial controls as it relates to the project. This role is instrumental in ensuring the financial sustainability and impact of the LWEP and requires strong financial acumen, leadership skills, and a commitment to empowering women and girls in Liberia.
Dimensions of the Role
Lead all financial management and reporting in at the national level, including supporting the Country Manager in maintaining efficient financial controls and budget development, management, and tracking, including donor reporting. Manage payroll and ensure LSP is meeting all related legal payroll tax requirements. Proactively engage in the budget development, implementation, and revision. Provide regular financial analysis and prepare fiscal year expenditure pipeline on each project component after each period closing in order to give recommendation for the budget holders and to track the approved fiscal year spending.Accountabilities
Guides and facilitates the effective use of Donor funds. Lead all financial management and reporting at the national level, including supporting the LSP Country Manager in maintaining efficient financial controls and budget development, management, and tracking, including donor reporting. Reviews cash request and ensure timely processing and requesting of monthly fund requirement of the program unit as per schedule. Refresh cash request based on actual funds received on a by-weekly basis as per schedule. Reviews accuracy of General Ledger print-outs. Reviews Project Outlines and PO modifications as to accuracy of SAP codes, WBSE and budget availability as per approved operational plans. Reviews Project Completion Reports (PCR) expenditures against SAP and SAP BI reports.

Internal:
This role will report to the LWEP Team Leader and will have matrix management from the Country Finance Manager. Project team members sitting in Plan PUMs and team members to consult on major decisions related to finance (High Contact). CO-staff and in particular all department team (High Contact).
External:
Partners and other officials in the specific community (High contact). County staff members Government institutions and donors (High contact).

Experience with financial information systems and MS office especially Excel and Word.
