Background:

The Border Management Staff College (BMSC) is an OSCE flagship initiative that provides the OSCE participating States (pS) and Partners for Co-operation (PfC) with a unique platform for the advanced education and empowerment of a new generation of senior executives and leaders in border security and management. The overarching goal of the BMSC is to support effective border security by fostering increased professional competencies and co-operation among border security and management agencies, pertinent international organizations, and civil society through enhancing the knowledge of present and prospective senior managers of the border security and management agencies of the OSCE countries and to promote greater cooperation and exchange of information among them.

Objective of Assignment:

The overall objective of the training course is to respond to the needs of the OSCE participating States and Partners for Cooperation as they strive to meet their commitments to each other as well as to their citizens (of both genders) as embodied in numerous OSCE decisions, as well as in other regional and universal instruments.

The BMSC therefore, requires the services of a number of national and international experts from different missions, e.g. OSCE Secretariat in Vienna, OSCE Programme Office in Dushanbe, BMSC, Affiliates, Russian Border Advisory Group as well as other external national and international experts with a strong expertise in designing and development of the Senior Staff Course Curriculum for the Basic course.

The Senior Staff Course curriculum for Basic course shall be revised to reflect current and best practices from across the OSCE as well as innovation and examples from individual national programs. In order to promote the revitalization of the curriculum a consultant shall be hired under Special Services Agreements to revise the Basic Staff Course curriculum for a period of 30 working days starting from 14 August โ€“ 13 September 2023.

Duration of Assignment:

30 working days.

Tasks and Responsibilities:

Under the supervision and guidance of and in close consultation and cooperation with the OSCE BMSC National Training Officer, the international expert will be tasked with the following duties:

Conducting needs assessments to determine which topics need to be covered in the new Senior Staff Course curriculum for Basic course; Designing and developing the curriculum for basic course (course outline, lesson plan) that should contain but not limited to: Curriculum objectives and learning outcomes; An outline that provides the major topics covered and the time allocated to each topic; The curriculum content should contain sections with outline, methodology, questions, and participant materials with emphasis on capacity building and acquisition of best practices; The curriculum should ensure relevant topics are covered in an engaging manner that meets the needs of the BMSC participants; Reading material and bibliography: Each lecture should have assigned reading material that can be divided in โ€œrequiredโ€ and โ€œsuggestedโ€œ. Reference materials and other handouts should serve as illustrations and examples of the topics and issues covered during the training; The curriculum content should include but not limited to the following key topics: Introduction to the Organization for Security and Co-operation in Europe in promoting border security Co-operation in the OSCE Area; National and Regional Models of Border Security and Management; Transnational Threats and Risks and the Role of Risk Management in Border Security Management; Economic and Environmental Factors; What is Gender ? Human Rights and Gender in Border Security Management; Leadership and Management Finalizing and delivering of the Curriculum to the BMSC by 13 September 2023.

Necessary Qualifications:

Higher education from a university, e.g. Masterโ€™s degree or equivalent qualification in Security Studies, Social Science or related field in the area of Border Management; Minimum of five years of post-qualification experience in border management and a good understanding of border issues; Experience in curriculum planning, instruction and report writing; Capacity to analyze trends and develop creative result oriented ideas; Professional fluency in English with excellent communication skills; Computer literate with practical experience using Microsoft applications. Backgrounds in border management fields of immigration, security, customs, intelligence and policing if preferable; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
