CONTEXT:

Chad is a vast landlocked country in north-central Africa, with a population of 16.8 million. It is one of the world's poorest countries, ranking 187 out of 189 on the Human Development Index and 113 out of 116 on the Global Hunger Index. With over one million refugees, Chad hosts one of the largest refugee populations in Africa. Since the start of the conflict in Sudan on April 15, 2023, the refugee population has nearly doubled with over 500,000 new arrivals from Sudan. Chad is struggling to cope with this new influx of refugees, while the severely food-insecure Chadian population in 2023 has reached the same levels as in 2022, i.e., 2.1 million people, corresponding to the worst lean season in a decade.

In 2023, and under of its new Country Strategic Plan (CSP), WFP Chad is planning to scale-up resilience activities targeting host communities, refugees, and internal displaced populations, with projects underway in most of Chad's provinces. With the influx of refugees from Sudan, the impact of climate change leading to a decrease in productive capacity, and the need to address the needs of the displaced populations, WFP Chad is planning to scale up its resilience activities, targeting host, refugee and displaced populations. WFP has received funds from the Changing Lives Transformation Funds (CLTF) to start activities to launch the Haguina initiative and will be building on this opportunity to undertake impact evaluation work of CLTF, and more broadly of resilience programmes for the Chad CO as a whole.

The World Food Programme is seeking to hire an Impact Evaluation officer to support

OBJECTIVES :

impact evaluation work at Chad County Office. The consultantโ€™s main responsibility will be to supervise and coordinate the implementation of the Impact Evaluation work in the field, including for the CLTF, and will be working closely with the Research Assessment and Monitoring (RAM) team, the Programme implementation team, the research consultancy firm team C4ED, and Government Officials. The consultant will report to the Head of Resilience and work closely with the RAM Unit, and will prepare and supervise large scale survey's, deliver trainings and be involved in analytical aspects of the Impact Evaluation.

The consultant will be based in Nโ€™djamena, Chad with frequent travels to the field, and will be responsible for coordinating with WFP country staff and external researchers, on all phases of the study, from research design to analysis and preparing for a baseline data collection. The consultantsโ€™ main responsibility will be to assure data quality through acquisition, processing and analysis. He or she will have excellent French communication skills.

MAIN FUNCTIONS AND RESPONSABILITIES (indicative and non-exhaustive):

Act as a liaison among members of the research team, UN agencies, government representatives, local stakeholders and other locally hired field staff to promote understanding of and support for the impact evaluation. Contribute to the development and implementation of field protocols and procedures and survey instruments, including field protocol, data quality protocol, recruitment of field staff, pilot testing instruments, and production of progress reports. Conduct training sessions with stakeholders Coordinate data collection activities and compile data as appropriate (e.g., administrative data, community surveys, interviews etc.) Supervise the implementation of data collection and data entry activities (including helping in training field and data entry staff, conducting random spot checks of the activities, making sure that the data quality protocols are adhered to etc.) Ensure that interventions are carried out as planned. This may include ensuring IT systems for inspections are installed, inspection forms and checklists are properly used, tablets are prepared and available, and other similar tasks. Closely monitor the implementation of the interventions to be evaluated, including through frequent field visits, to ensure that the identification strategy is not compromised, and that interventions are implemented as planned. Send weekly progress reports. Conduct data cleaning and support the team with data analysis. This includes the review of data files and data cleaning to ensure all observations are uniquely identified and reported data are internally consistent; conduct merging across data files to ensure clean merges.
