JOB TITLE: Supply Chain Officer CST II - Fuel Management Oversight & Project CDAI Coordination

JOB PURPOSE
The Fuel Management Oversight Officer will ensure the effective governance, compliance, and operational resilience of fuel management systems across all WFP Haiti sub-offices. The role will focus on consolidating SOP implementation, strengthening internal controls, enhancing data visibility, and building technical capacity. This position also addresses identified gaps in equipment upgrades, calibration services, personnel shortages, and full integration of partner data into fuel management systems.KEY ACCOUNTABILITIES (not all-inclusive)
1. Fuel Governance and SOP Implementation
โข Oversee the rollout and adoption of fuel SOPs across all sub-offices.
โข Monitor staff training coverage and evaluate SOP compliance.
โข Maintain TORs and RACI mapping for fuel roles, ensuring clarity of responsibilities.
โข Update and disseminate SOP toolkits for enforcement.2. Fuel Data Visibility and Reconciliation
โข Manage the live dashboard for fuel data visibility, ensuring monthly updates.
โข Oversee reconciliation processes, ensuring discrepancies between digital and physical records remain below 5%.
โข Integrate partner fuel data into WFP systems to achieve full visibility.
โข Supervise daily and monthly logbook usage across all sites.
โข Lead variance analysis and ensure corrective actions are implemented within agreed timelines.3. Compliance and Oversight
โข Conduct regular compliance reviews and spot checks across all fuel sites.
โข Validate adherence to SOPs, documentation accuracy, safety standards, and PPE usage.
โข Develop and maintain compliance checklists and reporting templates.
โข Coordinate corrective action plans and track resolution of non-compliance issues.
โข Ensure zero critical non-compliance incidents through proactive monitoring.
4. Internal Controls and Asset Management
โข Ensure daily physical checks and record-keeping compliance across all sites.
โข Monitor adherence to approval processes for fuel-related transactions.
โข Supervise monthly inventory reconciliations and timely reporting.
โข Track variances and ensure corrective actions are implemented promptly.
โข Foster a culture of accountability and effective asset management.5. Capacity Building and Operational Resilience
โข Deliver refresher training on Excel, FMS, and digital tracking tools.
โข Develop and disseminate toolkits to support SOP and digital tool application.
โข Strengthen partner collaboration by integrating external data into dashboards.
โข Ensure asset database accuracy of โฅ98% through regular updates and audits.
โข Deliver training to national staff and build capacity for national staff to take over the fuel management oversight role.
6. Project coordination for the construction of CDAI warehouse
โข Logistics and procurement coordination for the supply, transport and delivery of imports
โข Coordination with donor, government and local partners
โข Site oversight and support for construction supervision
โข Project performance report writing and distribution

โข SOPs fully implemented and enforced across all sub-offices.
โข 100% of fuel staff trained and certified on SOPs and digital tools.
โข National Staff capacity developed to adequately carry out the fuel management oversight role.
โข Dashboard operational with integrated partner data and monthly updates.
โข Discrepancies between digital and physical records reduced to <2%.
โข Monthly compliance reports submitted; corrective actions implemented within 30 days.
โข โฅ98% accuracy in asset database and โฅ95% timely corrective action implementation.DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
โข Minimum 5 years of experience in fuel management, logistics, or compliance oversight.
โข Strong knowledge of SOP development, compliance frameworks, and digital tracking tools.
โข Proficiency in Excel, dashboard development, and reconciliation processes.
โข Strong analytical, problem-solving, and team coordination abilities.STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
โข Education: Advanced degree in Supply Chain, Logistics, Engineering, or related field.
