Mission and objectivesIn Afghanistan, UN Women works in four thematic areas i.e., Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security (WPS). On Women Peace and Security, UN Women is catalysing the UN system and supporting Afghanistan to deliver on the women, peace and security agenda and enhanced capacities and opportunities for gender equality advocates to participate in peace processes at all levels. UN Women ACO assists the Government of Afghanistan to implement their commitments on women, peace and security and more women and civil society organizations and those actors with gender equality agendas, influence peace, and security processes. UN Womenโs priority outcomes for WPS in Afghanistan are the following: (i) supporting an enabling environment for the implementation of WPS commitments; (ii) ensuring that women are represented and meaningfully participate in all peace and security, peacebuilding and recovery processes, including formal and informal peace negotiations processes; and (iii) supporting gender-responsive security sector and justice reforms. Under the overall guidance from the Country Representative and Deputy Representative, the WPS Analyst will report directly to the Head of WPS Thematic Area and will support engagement with civil society, as well as with government counterparts and support coordinating, and monitoring of UN Women interventions implemented through civil society organizations and selected government institutions.
ContextUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Reporting to Procurement and Administration Specialist, the Supply Chain Management Officer (Senior Expert) provides support services to the procurement team on supply chain management system, this includes design procurement plan for project/programme, execution of the plan, recruitment of suppliers, and process full cycle of procurement negotiation, capacity building potential suppliers on Gender Responsive Procurement Principles and UN Women rules and regulations. The aim of this position is to ensure: (i) compliance with UN Women policies and regulations; (ii) effective systems to support programme delivery and growth; (iii) accountability to organizational values and principles; and (iv) an enabling workplace environment in which staff potential is maximized. The Supply Chain Management Officer will provide support to Procurement Team and foster collaboration within the team, with programme staff and with other UN Agencies through client-approached manner. The Supply Chain Management Officer works in close collaboration with programme teams in the Office, providing close guidance to programme staff who perform adjunct operations functions, ensuring that such staff are knowledgeable of procurement rules and procedures. She/he also works in collaboration with Procurement Country Team/Task Force with other UN Agencies.
Task Description1. Implement strategic support of UN Women Afghanistan Country Office (ACO) procurement and supply chain management (SCM) operations in the existing enterprise resource planning (ERP) systems. ๏ง Liaise with and provide guidance to suppliers on profile-related matters, including, but not limited to, access to Quantum ERP, banking information, The United Nations Standard Products and Services Code (UNSPSC), participation in solicitations etc. ๏ง Provide feedback and recommendations to Procurement team in RO and HQ on relevant local systems and processes, including reporting requirements, that need to be factored to the revision of policy, guideline and manuals. ๏ง Participate in data conversion to support the migration of data on, but not limited to, suppliers, agreements, contracts, items etc. in the Quantum ERP for UN Women Afghanistan Country Office; ๏ง Provide technical assistance and support to users related to Quantum and other relevant systems; ๏ง Support with setup and administration of agreements and contracts, including through migration of the existing database to the Quantum ERP. Configure the specific commodities listed under the relevant agreements. ๏ง Keep track of deviations and route supplier review tickets to relevant supplier administrators and managers for approval, as and when required, based on established SOPs; ๏ง Identifying gaps and opportunities and oversee resolution of system defects, errors, and other issues, elevate to the when required; ๏ง Provide support to Procurement team in RO and HQ on the overall data management and migration efforts, including assessment of existing legacy data, relationship between various elements and attributes, and gather the necessary data from multiple sources and system; 2. Support implementation of ACO work plan through pivoting programme activities to procurement activities and ensure alignment with UN Women rules, regulations, policies and strategies ๏ง Prepare procurement related reports and analyses; research and draft responses to enquiries for clearance by Procurement and Administration Specialist; ๏ง Coordinate the implementation of corporate procurement management policies and strategies in support of cost saving and operations for the Country Office; ๏ง Prepare workplan; ๏ง Contribute inputs to the development of new tools, systems, policies, manuals, templates, and guidelines; ๏ง Provide advice and technical support on Procurement related issues to Country Office in the region; ๏ง Follow up with internal and external audits. 3. Support on coordination and management of ACO procurement processes for UN Women Afghanistan Country Office ๏ง Collaborate with Programme team in development of procurement plans and monitor their implementation; ๏ง Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services in the Country Office ๏ง Organize and review procurement processes including the preparation of Request for Quotations (RFQs), Invitation to Bids (ITBs) or Request for Proposals (RFPs) documents, receipt of quotations, bids or proposals, and their preliminary evaluation; ๏ง Provide feedback on procurement requests in GST ๏ง Participate in joint procurement processes with other UN agencies i.e. Procurement and Logistic Working Group including contract management platforms. 4. Support Procurement and Administration Specialist on managing procurement processes for the Country Office and its sub-offices ๏ง Review/ process contracts for the Country Office; ๏ง Monitor and analyze contract performance; ๏ง Develop and update the rosters of suppliers, and support implementation of supplier selection and evaluation. 5. Facilitate knowledge building and knowledge sharing ๏ง Develop and support the development of training materials, webinars and other education materials; ๏ง Organize trainings on Procurement; ๏ง Synthesize lessons learnt and best practices.

Living conditions and remarksAs this is an International UN Volunteer assignment, the UN Women will provide accommodation in UNOCA Compound or equivalent with monthly charge in total US$300/month. The UNV can settle the amount directly with Finance Unit.
