ORGANIZATIONAL CONTEXT:
WFP Togo is implementing a second-generation country strategic plan (CSP) which was approved by the Executive Board in June 2022 to cover the period from July 2022โDecember 2026. It enables WFP to reposition itself as a key player of SDG2 โ Zero hunger โ and to transition from exclusive direct assistance to increased advisory and enabling support to the Government.
WFP interventions are aligned with government priorities, focusing on emergency assistance, social cohesion, human capital development, resilience, and the transformation of food systems. An integrated home-grown school feeding programme is under way in the north, where around 15,000 children have been reached so far. Expansion to over 65,000 children is planned in 2025. The programme is also linking smallholder farmers to local markets and supporting women engaged in food processing and value addition. In parallel, resilience activities are being implemented to reduce vulnerability to shocks and strengthen livelihoods. WFP country office in Togo is also operating the logistics corridor into central Sahel and hosts a global commodity management framework for WFPโs west and central Africa region (RBD).
The incumbent will be responsible for technical aspects that require initiative and independence to respond spontaneously to various issues based on general guidelines. He or she will use common sense in dealing with unforeseen events and operational problems daily. He or she will demonstrate responsibility and initiative in responding independently to complex issues, using good judgment to manage unforeseen events. The incumbent must have the expertise and knowledge to adapt systems and procedures or contribute to their development to continuously improve the level of support provided.
JOB PURPOSE:
Provide professional support for customer-focused HR service delivery, partnering with managers to implement HR solutions in line with WFP corporate priorities and support the collation, maintenance, analysis and reporting of information to maximize the effectiveness of HR services.
Under the direct supervision of the Country Director, the Human Resources Officer delivers high quality and consistent delivery of effective HR services (recruitment, contract and performance management of talent) to the country office, ensuring full compliance with WFP rules and procedures and internal Standard Operating Procedures (SOPs) in HR management. The HR Officer provides solutions to a wide spectrum of complex HR issues in a collaborative, client-oriented manner.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
- Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
- Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
- Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
- Support and deliver onboarding activities to ensure new employees have a positive experience of WFP and are successfully integrated into their new role and the organization.
- Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
- Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places to improve efficiency.
- Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
- Conduct straight forward data analysis under close guidance of a senior HR Officer, to support others on projects or contribute to process efficiencies and improvements.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Has responded to standard, ad-hoc HR enquiries.
- Has provided coaching or training to new staff members within area of expertise.
- Has gained experience providing administrative and systems support across multiple activities in employment life cycle including recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.
STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:
Education:
Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, Sociology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience:
At least, one year of postgraduate
