Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR mandate.

The post is located within ODIHR's Legislative Support Unit (LSU) of the Democratization Department. LSU is tasked with providing legislative assistance to OSCE participating States. This assistance takes the form of reviewing, upon request, legislation and draft legislation to ensure their compliance with OSCE human dimension commitments and international standards. In addition, as part of the project Strengthening Inclusive and Accountable Democratic Institutions in the OSCE Region, LSU assists OSCE participating States in improving their law-making processes. Another component of work under the project is to make information on international human rights standards, domestic legislative practices in the human dimension, and ODIHR legal reviews and law-making assessment reports more accessible and available across the OSCE region through ODIHR’s online legislative database Legislationline.org (www.legislationline.org).

Objective of Assignment:

LSU requires support of the Consultant to assist the Unit with the planning and organization of several events and/or country visits organized to implement ODIHR’s democratic law-making activities and with managing and upgrading ODIHR’s online legislative database Legislationline.org.

Duration of Assignment:

This is a short-term part-time assignment offered for approximately twelve (12) days per month for a duration of six months.

Tasks and Responsibilities:

Under the supervision of the Chief of ODIHR’s Legislative Support Unit, the Project Support Consultant will be in charge of fulfilling the following functions in support of LSU's implementation of the project Strengthening Inclusive and Accountable Democratic Institutions in the OSCE Region, in particular:

Providing planning, logistical and administrative support for the organization of the launch of the legal Opinion on the Legal Framework governing Lawmaking in Montenegro and of the Guidelines on Democratic Lawmaking and Better Laws, other legal reviews and reports assessing the lawmaking processes in Uzbekistan and Armenia; as well as other follow-up promotional or other events promoting the legislative assistance work of LSU (subject to budget availabilities); Provide planning, logistical and administrative support for the organization of the meetings with key stakeholders of the law-making process in Montenegro, including from the government/Ministry of Justice, Parliament, NHRI, judiciary, equality bodies, civil society representatives and development partners, to inform the preparation of the comprehensive assessment report; Supporting LSU in its efforts to updating and upgrading ODIHR’s online legislative database, including via the systematic review/updates/editing of the documents uploaded on the English and Russian interfaces of the new Legislationline website, as well as updating of relevant sections of the website, in particular the sections on Constitutions and Criminal Codes and liaising as appropriate with the ICT company to inform them about issues/errors with the website that require their assistance/action. Carrying out other tasks and responding to other internal requests related to project implementation, monitoring and evaluation of the project Strengthening Inclusive and Accountable Democratic Institutions in the OSCE Region, and ODIHR’s legislative assistance portfolio, as required.

Necessary Qualifications:

First-level university degree in legal, political, business administration, or other relevant field or equivalent relevant experience related to project implementation; A minimum of two years of related professional experience in government, international organization or a non-governmental organization (NGO) is required, including experience at the international level highly desirable; Proven experience in project management and implementation is required; Knowledge of various computer programs and computer literacy with practical experience with Microsoft applications and/or other computer programs; Understanding of the OSCE and ODIHR’s role in relation to legislative assistance highly desirable; Excellent organizational and filing skills; Excellent written and verbal communication skills in both English and in Russian, required; Ability to work independently; Ability to work with people of different nationalities, religions and cultural backgrounds;

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
