Setting and ReportingThe United Nations Joint Staff Pension Fund was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. This position is in the Enterprise Operations Section (EOS) of the Information Management Systems Service (IMSS) within the Fund Secretariat of the United Nations Joint Staff Pension Fund (UNJSPF). EOS is responsible for the provision of Information and Communication Technology Services, such as website, Database, Platform Services, network maintenance, desktop management, and application support. The incumbent reports to the Head of the Infrastructure Team, within EOS. ResponsibilitiesWithin limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems, in a Cloud Based Environment. โ€ข Develops detailed system and other functional specifications and user documentation for major systems, involving Cloud Based and networked Services. โ€ข Provides specialized advice to users, analyzing usersโ€™ requirements and translating these into new applications; determines application systems integration and linkage issues. โ€ข Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. โ€ข Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. โ€ข Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. โ€ข Develops training materials, operating and user manuals; trains staff in assigned systems. โ€ข Develops disaster recovery plans and ensures appropriate planning and training of those responsible. โ€ข Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. โ€ข Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Facilitates communications between IMSS/EOS and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and IMSS/EOS, for either specific IT services or general technology support, including any charge back mechanisms. โ€ข Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. โ€ข Provides guidance to, and may supervise, new/junior staff, consultants, etc. Competenciesโ€ข Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, including proficiency in the development and implementation of systems of moderate size/complexity. Work ExperienceA minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance complex data networking environment is required. At least two years of experience with routing/switching protocols, such as EIGRP, OSPF, BGP, VRRP, GLBP, STP and HSRP, is required. Experience managing firewalls, network access control systems (like Forescout), load balancers, and VPN concentrators in a physical and cloud environment is required. Experience implementing and maintaining Information Security Operations Systems is required. Experience on ISO/IEC 20000 and ISO/IEC 27001 is desirable. Relevant experience in an international organization or financial institutions is desirable. LanguagesFluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable.
