What we are looking for:
An experienced Information, Counselling, and Legal Assistance (ICLA) Project Manager (PM) who will lead the implementation of all ICLA activities in the Gaza Strip. They will be responsible for managing the overall NRC ICLA technical activities, ensure timely implementation and monitoring of the delegated project portfolio and staffing, and ensuring alignment with project outcomes, strategy and design. They will also contribute to border country-level programme development in collaboration with the ICLA Specialist.ย
What you will do:
Manage ICLA projects, taking responsibility for overall progress and achievement of key objectives within the following parameters: time, cost, scope, benefits and risk. Develop, manage and monitor project budget in cooperation with the Head of Program Operations, ICLA Specialist and ICLA Coordinator, including budget expenditures, forecast vis-ร -vis project implementation and coordinate across Core Competencies (CCs). Lead the coordination and external engagement within Gaza Protection Consortium, supporting the co-lead of the Legal Task Force (LTF) in Gaza, critical donors and other key humanitarian actors, such as contribute to Gaza HLP strategy in close coordination with Shelter cluster. Lead the tender process to select framework agreements with ICLA consultants and legal service providers.ย Oversee management of ICLA implementing partners, ensuring harmonized approach to partnership across ICLAโs portfolio in line with NRC policy, guidance notes and toolkits Contribute to the funding proposals, project budgets and donor reports. Work actively with the protection, M&E, Grants, Finance, HR, Logistics and Compliance units to ensure strong mainstreaming of core NRC principles across project activities. Evaluate, review and perform quality control of ongoing and completed ICLA projects in the relevant area. Actively promote and operationalize synergies between ICLA and other NRC programmes and relevant humanitarian organizations. Contribute to identification of legal and protection trends\\ concerns in conditions/standards and donor priorities and assess better ways to assist beneficiaries. Manage performance and staff development.ย Regularly gather information on relevant laws, policies, and practices operational in Gaza and ensure ICLA teams and humanitarian partners have access to such information. Develop and ensure implementation of ICLA case management and Monitoring & Evaluation tools. What you will bring:
Relevant university degree, preferably lawย Minimum 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context, partnerships, civil society strengthening and/or legal assistance projects. Experience in Advocacy as well as poven ability to work effectively with national and local civil society organizations. Experience with ICLA or related legal aid programme highly desirable. Knowledge and/or experience of the legal and judicial context of Palestine highly preferable. Experience of working in complex politically humanitarian context. Knowledge of the displacement context in Palestine and the Middel East is highly desirable. Relevant legal expertise with documented technical competences related to the positionโs responsibilities. Experience working in a consortium as well as with donors (ECHO, NMFA, SIDA, GFFO, etc.) Excellent coordination, communication (verbal and written) and networking skills Knowledge about own leadership skills/profile with documented results related to the positionโs responsibilities. Fluency in English both written and verbal. Knowledge of Arabic is desirable.
