What we are looking for

We are looking for a highly experienced professional to join our team, who has proven experience designing and monitoring infrastructure projects in development contexts, proven experience with World Bank E&S standards, and who has experience working closely in partnership with local organisations in the MENA region.

Infrastructure background with engineering skills (civil/structural/wat-san) would be great, or prior experience implementing Shelter & WASH programmes.

Demonstrated experience in the development of quality assurance procedures and tools with capacity development/mentorship experience.

Specific knowledge about KfW rules and regulations is an advantage.ย 

Fluency in both English and Arabic, both written and verbal is mandatory.

What you will do

The purpose of the Infrastructure and E&S Specialist is to ensure quality delivery of the Building for Peace Fund Facility (B4PF) projects, ensuring compliance with Environmental and Social Safeguards (E&S) and the Facilityโ€™s policies and standards, as well as the provision of technical assistance and ongoing support to NGO partners.

Key responsibilities;

Responsible for overseeing partnersโ€™ compliance with E&S safeguarding measures for all B4PF projects and the relevant engineering standards for infrastructure interventions. Compliance with and adherence to NRC and B4PF policies, guidelines, manuals, donor and audit requirements. Contribute to the development of the Facilityโ€™s strategy, results framework, and action plan. Responsible for ensuring quality and timely support to project implementation including technical capacity building of the partnersโ€™ key staff.ย  Lead on the development and periodic updating of the B4PF Environmental and Social (E&S) policy, management framework, tools and training materials, working closely with the KfW E&S focal point. Work closely with the Knowledge Management and MEAL Adviser supporting the development of B4PF project quality monitoring procedures and performance indicators. Contribute to the due diligence check of partners, the recruitment/procurement of technical learning partners and lead on the technical feasibility assessment of partnersโ€™ proposed project interventions. Responsible for E&S support to partners, including the assessment of their E&S capacity, training of key partner staff,ย technical support and guidance during the project inception phase (co-creation) on the design and resourcing of partners on E&S (depending on the screening results). Working closely with the Country Managers to support the monitoring and adaptation of relevant aspects of partnersโ€™ projects during the implementation period. Working closely with the Facility Programme Lead, contribute to the design of the peacebuilding measures and mainstreaming into infrastructure interventions. Contribute to the Facilityโ€™s knowledge management and learning. Periodic engagement with donor focal points and represent the B4PF in relevant technical forums/clusters.

A Bachelors degree in a relevant field of study. Minimum 4 yearsโ€™ experience from a senior technical position/specialist/advisor for a humanitarian or development organisation with proven experience designing and monitoring infrastructure projects. An infrastructure background with engineering skills (civil/structural/wat-san) or prior experience implementing Shelter & WASH programmes. Demonstrated experience in the development of quality assurance procedures and tools. Proven experience with World Bank E&S standards โ€“ especially in the MENA region. Proven experience working on partnerships with local organisations/NGOs and an ability to coach, mentor and support. Specific knowledge about KfW rules and regulations is an advantage.ย  Experience from working in complex and volatile contexts. Allocation of resources and costs expertise. Fluency in both English and Arabic, both written and verbal.

What we offer
