General Minimum Requirements

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

First-level university degree in human resources, personnel management, public/business administration, or related field or proven professional experience in personnel management and administration, including recruiting, contracting and entitlements administration

Strong analytical and problem solving skills

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

Experience in human resources management in national structures or with an international organization

Organizational, analytical and problem-solving skills and the ability to work under pressure when necessary

Communication and inter-personal skills, coupled with the ability to take initiative

Professional fluency in English, both oral and written, with the ability to write clear and coherent reports

Ability to operate Windows applications, including spreadsheets, word processing and e-mail and Internet

Ability to adjust to a mission environment

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity

Desirable:

Knowledge of other official OSCE languages Experience working with integrated HR ERP systems or various digital HR applications/solutions

Tasks and Responsibilities

The Human Resources Officer plans, organizes and manages the work of the Human Resource Unit. The incumbent is responsible for overseeing Talent Acquisition, administration of entitlements of seconded and contracted mission members, mission members' development and welfare, as well as advising the Chief Fund Administration on human resources policies and practices.

Under the supervision of the Chief Fund Administration, the Human Resources Officer has the following specific responsibilities:

Ensuring the correct and consistent application of OSCE Staff Rules and Regulations, as well as other relevant procedures; Overseeing the administration of all categories of staff and advising them of their benefits and entitlements; Advising on disciplinary matters in accordance with established policies and procedures; Participating in the annual budget submission; Overseeing the administration of the payroll for the Presence and liaises with the OSCE Secretariat on relevant matters Serving as a focal point for the \"learning & development\" program in the Presence, also implementing induction programs for new mission members Ensuring timely acquisition of talents, with regards to national and international Mission Members, as well as of talents for short-term assignments and consultants in co-operation with the Talent Acquisition Section in the OSCE Secretariat Performing other duties as required
