Background:

Under the general technical authority of the Head of Office and under the direct supervision of the Chief, Fund Administration and in close co-operation with OSCE Programme Office in Bishkek (POiB) senior management, the Human Resources Officer performs functions related to policy development, staff recruitment and retention, staff administration, payroll, performance management, staff training and development, implementation the OSCE gender mainstreaming in HR area.


Tasks and Responsibilities:

Under the overall supervision of the Chief of Fund Administration, the successful candidate will be tasked with the following duties:

Managing the operations of the HR Section which includes overseeing the development, implementation and day-to-day execution of operating policies related to the recruitment of staff including gender mainstreaming in HR area, the staffing and classification of posts, reviewing and recommending for approval programme managersโ€™ post table submissions for the annual budget preparation, staff-management relations, staff welfare, social security, reviewing the work of the HR team for attainment of objectives: Managing the Officeโ€™s post and staffing tables by monitoring the Officeโ€™s vacancy rates and ensuring that the job classification system is upheld for professional and general service staff; Co-ordinating development of recruitment strategies, plans recruitment priorities and initiatives for the timely filling of vacancies for all post categories as well as for short term staff, consultants and interns, and supervises the implementation of the recruitment policy and activities in the Office; Supervising (i) the administration of entitlements and contractual status of all categories of staff as well as consultants and interns (ii) the establishment and maintenance of personnel records; and maintenance of HR module of the OSCE Integrated Resources Management System (iii) the implementation of the performance management system, (iv) the payroll administration ensuring correctness of payroll entries related to administration of entitlements and benefits; Reviewing the post table submissions of programme departments โ€“ during the annual budget preparation โ€“ and supports the CFA, Programme Managers, and the Head of Mission on the proper utilization of posts; Contributing to Officeโ€™s policies that ensure the safeguard the physical and psychological well-being of Office staff; Preparing, when required, the Management reply on internal and external audit observations relating to human resources issues. Preparing statistical and analytical reports on HR issues needing management attention. Co-ordinates the POiB training activities targeted at the Officeโ€™s personnel: Implementing the OSCE training policies and programmes; Working with the POiB senior mission staff to identify forthcoming training requirements and develop strategies to meet them; Identifying need for new or modified internal training policies and practices, works with PMs and office staff to identify forthcoming training requirements and develops strategies to meet them. Provides inputs into the preparation and monitoring of the training budget; Monitoring and evaluates the effectiveness of training, learning and development activities and develops appropriate reports; Providing advisory services to managers and staff, to ensure that training and development meets current needs and anticipates to the extent possible future needs. Develops tools and participates in the assessment of training needs, collection and collation of required inputs and preparation of relevant reports; Co-ordinating the provision of administrative and logistical support for the delivery of training programmes and team activities; this may include completion of requirements in recruiting consultations and training service providers; enters, maintains and certifies data into training database. Providing advice to the Office management on HR policies by reviewing and/or proposing for approval of the development and implementation of new mission-specific HR policies and programs and submitting statistical and analytical reports: Advising on the applicability of the Staff Regulations and Rules and identifies areas for policy development/amendment, initiates or proposes action and contributes to policy formulation; Recommending exceptions to staff rules or exercises delegated authority to approve exceptions to rules on personnel entitlements, interpreting the Organizationโ€™s policies with respect to difficult and complex cases; provides the rationale for decisions which may serve as precedents; ensures that records on precedents are maintained and that exceptions are applied in a non-discriminatory way; Issuing and updating mission-specific guidelines for implementation of Staff Instructions as needed. Ensuring implementation of the Organizationโ€™s policy on professional environment, policy against harassment, sexual harassment and discrimination. Co-ordinating the officeโ€™s activities related to staff grievance and disciplinary procedure: Taking all initiatives required for the implementation of the Organizationโ€™s policy on professional environment, policy against harassment, sexual harassment and discrimination; Advising managers on the appropriate handling of disciplinary cases and ensures that the Organizationโ€™s policies on disciplinary procedures are implemented; Proposing mediation, where necessary, and co-ordinates its commencement; Assuming an active role in early detection and informal conflict resolution process. Holding regular consultations with elected staff representatives and participates in joint committees; Meeting with staff representatives and keeps a regular exchange of information on issues dealing with conditions of service; Meeting with individual mission members and handles grievances. Performing other related duties as assigned and providing contribution/input in other FAU projects/activities.

Necessary Qualifications:

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located; First-level university degree in human resources management, public or business administration, management, law, social sciences or a related field; knowledge of behavioral sciences would is an asset; A minimum of four years of professional HR experience including at least two years at international level, preferably in a field position in a developing country; Demonstrated practical experience of HR principles and practices, and organizational and general management concepts; ability to provide leadership and motivation, interest, involvement, harmonious working relationships and team work on the part of staff; ability to plan the work and to manage diverse HR organizational units; Professional fluency in English, both oral and written; knowledge of local languages (Russian or Kyrgyz) is an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications; Holding a valid driving license.

Remuneration Package:

Monthly remuneration subject to social security deductions is about USD 4,198 to which Board and Lodging Allowance is added, currently at EUR 126 per day (about EUR 3,780 per month). Social benefits will include the possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
