Purpose of the role

The purpose of a HSS and Access Coordinator is to implement delegated areas of responsibility

What you will do

Implement NRCโ€™s systems and procedures at area levelย  Ensure adherence to NRC policies, handbooks, guidelines and donor requirementsย  Prepare and submit reports and analysisย ย  Ensure proper filing of all support documentsย  Support line managers in procedures and require support team trainingย  Management of HSS staffย  Provide anti-corruption, transparency and cost-efficiency focus in all processesย ย

Specifically, you will;

HSS Responsibilitiesย 

Implement and ensure compliance in NRC Iraq with Global, Regional and in Country HSS SOPsย  Conduct regular security and risk assessments to identify HSS needs in all Iraq and Area Officesย  Responsible for management of the communication tree for staff check in and dissemination for alerts and information.ย  Analytical reporting of contextual updates and maintenance of incident database.ย  Proactively engage with programme and support teams to understand HSS needs and act upon informationย  Responsible for implementing HSS related trainings and ensuring compliance by regular planning for First Aid, HEIST and other relevant HSS trainings for staffย  Improve systems that are functional and meet our current demands from both Country office and the South-Central Area Officeย  Liaise with UN agencies, NGOs and other external actors to gain HSS informationย ย  Alert security focal point/s of important events, by monitoring internet, TV and radio news in English and local languages, as well as via security alert systems.ย  Ensure access to all NRC premises are monitored and controlledย  In liaison with HSS Manager and the HoS (Budget Holder) raise PRs in line with planned procurements (in line with Master Budget spending plan) for relevant HSS requirements.ย ย  Follow-up with external actors for relevant permission for communication devicesย

Access Responsibilitiesย 

Ensure timely application and follow-up for federal Iraq visas for international staff andย ย  ย NRC visitors to Federal Iraq; maintain a tracking and follow-up system for renewals.ย  Liaise regularly with DNGO in Baghdad and other relevant authorities, maintaining good relations iย  NRC focal point for all communication with DNGO and Government of Iraq authorities.ย  Provide briefings, following special assessments, to access groupsย  Support area security/access focal point for access related issues in the areas of operationย  Liaison with local government authorities for access issues as and when request comes from AOย  Responsible for obtaining access letter from concern authorities for shifting goods and personnel movement between Erbil to AOs and vice versa.ย  Support/guide area security/access focal point for mapping out different actors in the areas of operationsย  Support HSS Manager in mapping hard to reach areas and country access strategyย  Participate country level access coordination meetingsย

ย Professional competencies

Experience from working as a HSS Coordinator in a humanitarian/recovery contextย  Previous experience from working in complex and volatile contextsย  Documented results related to the positionโ€™s responsibilitiesย  Knowledge about own leadership skills/profileย ย  Fluency in English, both written and verbalย ย  Knowledge of the context in in Iraqย  Previous experience in a liaison or access positionย  Fluency in Arabic, Kurdish an advantageย  Proven experience of planning and organisationย  Proven ability to communicate and coordinate effectivelyย  Proactiveย ย
