Mercy Corps fields approximately 5,500 staff in over 40 countries around the world. Many, if not most of these countries exhibit extraordinary security environments with all trend analysis indicating that these security conditions will persist. At Mercy Corps, our security strategies are based on a risk management approach. We primarily strive for security strategies in which mitigation measures are primarily founded upon community acceptance. We recognize every context is different and when and where necessary, we will integrate protection and deterrent measures towards security. We will adapt to meet the specific requirements of each operating environment; and in some cases, this may require a blended approach which integrates elements of deterrence and protection to ensure we are operating safely. The Position
In FY23, the global security team conducted an organizational security review which led to the formulation of a set of recommendations to improve Mercy Corpsโ€™ security management and to reduce risk exposure for staff and for the organization. This review highlights the need to better structure our HQ security management ; the selected candidate will be responsible for setting-up Mercy Corps HQ security management system and related procedures, working closely with the Administration and Facilities Department. This position will also provide security management support for the Americaโ€™s region (Colombia, Venezuela and Guatemala) working closely with the Regional Director and Regional Management Team.

ESSENTIAL JOB RESPONSIBILITIES
The overall responsibility of this position is to ensure staff security and safety in all our HQ locations, manage potential incidents and ensure business continuity. In the Americasโ€™ region, the successful candidate will advance best practices through security management training, technical advice and support for improved assessment, analysis and planning.

HQ SECURITY MANAGEMENT

Develop and implement security policies, protocols and procedures for all Mercy Corps HQ locations, in coordination with relevant internal stakeholders.Attend meetings with other managers to determine operational needs.Plan and coordinate security operations for specific events and ensure that procedures are in place for visitors to HQ.Coordinate staff when responding to emergencies and alarms.Review reports on incidents and breaches.Create reports for management on security status and monitor compliance with security procedures.Analyze data to form proposals for improvements (e.g. implementation of new technology).In coordination with the Director for Capacity Strengthening and Training and the Director of Administration and Facilities develop and deliver relevant training for HQ staff, including travel security.OPERATIONAL SECURITY AND RISK MANAGEMENT (REGIONAL) Learn, monitor and stay abreast of the environment. Track the general security, humanitarian and political landscape in the region. Retain a familiarity with this and in the context of Mercy Corps programs, staffing and locations and provide regular regional trends analysis to the Regional Director.Track and know general objectives and program activities in the region. Support the Regional Director in prioritizing risk management tasks and support.Monitor the security indicators of all countries in the Americas region including Risk Ratings, Security Management Plans, Security Focal Points and orientation. Conduct annual security audits with each country and support improvements, where necessary and possible.Provide remote technical support to each country's security team, be available to provide advice and guidance for daily and strategic operations. Provide in-country and remote training on different security-related topics to country security teams and focal points in order to ensure a standard level of security and risk management in the Americas.Support Country Directors in understanding cross-border or regional risks. Where necessary, support in prioritization and strategy. Support Country Directors in implementing the risk management approach defined by the Enterprise Risk Management Committee, including through reviews and updates of country risk registers. Undertake strategic risk assessment when required.Be available to stop-gap filling and also strategic, surge support. Be available at short notice during critical incidents and provide management-level support to the resolution of incidents. Ensure the safety team contributes and maintains current tracking, mapping and automated reporting systems of security incidents and updates for a comprehensive view on events & trends in the region. Ensure reporting of critical security incidents to the regional and global security teams. Help create an environment where Mercy Corps programs and team members and business are conducted with professionalism, impartiality, accountability and other core principles required as a humanitarian agency.Other: Any other duties which are not listed but are essential to the safety and security for Mercy Corps staff, property/material, and reputation as directed by the Senior Director of Global Security.

SUPERVISORY RESPONSIBILITY: This position does not manage any staff directly.
ACCOUNTABILITY:
Reports Directly To: The Sr. Director Global Security and the Regional Director Americas (dual reporting line). The primary working partners for the HQ security manager are the relevant Facilities and Operations departments, and the Regional Management Team and relevant SFPs for the regional part of the job.

ACCOUNTABILITY TO PARTICIPANTS AND STAKEHOLDERS:
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

MINIMUM QUALIFICATION & TRANSFERABLE SKILLS
Undergraduate degree or a Masterโ€™s degree in a relevant fieldA minimum of 10 years experience in complex and insecure settings, preferably within a conflict environment Alternatively, extensive experience in the security or management field that reflects 5+ years in team management and working at the senior leadership level is required. Proven written and analytical skills (sample may be requested). Highly developed interpersonal and communication skills including influencing, negotiation and mentoring. Willingness to work and travel frequently in often difficult and insecure environments. Proven experience remotely managing staff in a matrix management environment. Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, Access and other database/mapping systems. Fluency in English and Spanish is required.Formal training qualifications (HEAT, K&R, Personal Security, First Aid etc) is an asset. Availability to respond to security alerts outside of business hours. Success Factors
The ideal candidate will demonstrate exceptional management skills and be a superior communicator. S/he will have strong analytical skills, including capabilities to envision goal setting and design principles. The individual must have high proficiency for working in varied cultural, political, and religious environments, and must be able to travel and work successfully in austere environments and maintain poise in stressful situations.

Living Conditions / Environmental Conditions
This position is located in one of Mercy Corpsโ€™ headquarter offices. The position requires travel at least 30% time to the field where living conditions may be exceptionally rugged or be in volatile environments where security protocols will need to be followed. Team members must be ready to deploy to field environments on short notice in response to any emergency or crisis. When in the field the team member must be able to work in remote settings and possibly over weekends and/or evenings as required by the schedule.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Mercy Corps has determined that, in an effort to protect the health, safety, and well-being of all Mercy Corps employees working in the United States, all U.S.-based employees must be fully vaccinated for COVID-19, regardless of prior COVID-19 infection status.
