The Department Mercy Corps implements a variety of programming throughout the Middle East, North Africa and Europe (MENAE) in response to the diverse humanitarian and long-term development needs of the region. Mercy Corps has ongoing programs in Georgia, Iraq, Jordan, Lebanon, Palestine, Syria, Ukraine and Yemen while prospecting to open new programs in Moldova, Egypt, Turkey and other North Africa countries. Mercy Corps is committed to delivering high quality, high impact programming that reaches communities or individuals in need, wherever they are. Our Crisis Analysis (CA) teams aggregate and analyze data to improve decision-making and access in complex crises. Our CA teams directly contribute to data-driven decision-making by layering information gathered directly, from open sources and from respondersโ€™ programmatic data, and subjecting it to analysis by multi-disciplinary teams. This analysis is grounded in Mercy Corpsโ€™ status as an operational NGO, keeping our products constructive and relevant for humanitarian responders, development actors and donors within a given crisis. Several countries in the MENAE have established Crisis Analysis teams and presence and have been using it as a strategic tool that contributes to our agency-wide impact and evidence-driven commitment by generating evidence through enabling innovative analytical tools and methodologies to unpack complex contextual phenomena and support decision making and influencing key stakeholders and our larger ecosystem across the Humanitarian-Development-Peace nexus.

The Position The MENAE Regional Crisis Analysis Senior Manager (RCA- SM) is part of our Regional Program Leadership Team and provides the direct management of some of our CA teams, projects and deliverables and products in the region in additional to providing strategic directions and advisory support to all of our CA teams in the region while developing and leading key stakeholders engagements and business development processes to support CA strategic vision and program growth across the region.Working under the guidance of the Deputy Regional Director-Programs (DRD-P), the Regional Crisis Analysis Senior Manager (RCA - SM) will focus their expertise in several areas of engagement: teams management and technical support; project management and coordination; technical and innovative leadership; strategic direction and technical support to established or newly set up CA teams and workstreams; prepositioning with donors and other strategic stakeholders; and business development to expand CA work and opportunities in the region.

Essential Responsibilities STRATEGY AND PLANNING

  • Lead on the MENAE CA Regional Strategy and work with the regional and country teams to ensure the CA strategic vision is implemented in line with P2P, Country and Regional Strategies and our organizational evidence-driven commitment.Act as a key partner for the DRD-P to lead and/or support effective country and regional CA teams that deliver significant impact and influence in the region.
    • Manage efficiently CA teams, dedicated workstreams and projects as applicable to ensure our CA products in the region are delivered on time, scope and budget.
    • Follow closely current events and major trends in the broader MENAE region, with a particular focus on emerging trends in analysis and cutting-edge approaches, such as integrating new technology tools and ideas. Align these priorities with existing field-based analysis where possible to keep outputs current and relevant.
    • Strategically position Mercy Corps as a go-to organization on evidence generation and crisis analysis through active engagement with key donors, strategic national and regional stakeholders to develop new partnerships and funding opportunities.
    • Lead the MENAE Crisis Analysis Community of Practice and provide linkages with Global Crisis Analysis and other countries/regions.
    • Contribute to the influence strategy of country leaderships across MENAE through the support, strategic leadership and/or development of efficient Crisis Analysis (CA) teams across the region. TEAM MANAGEMENT AND SUPPORT
      • Directly lead and manage the Lebanon and Yemen Crisis Analysis teams, in close coordination with the Multi-Country Office Director of Programs, including staff and a growing roster of technical consultants, ensuring high-quality analysis and alignment with strategic priorities.
      • Oversee and provide leadership to any new Crisis Analysis teams or CA-specific regional projects as they are established within the MENAE region.
      • Provide technical guidance and strategic support to all Crisis Analysis teams across the region, regardless of reporting lines, fostering consistency, collaboration, and analytical excellence.
      • Manage a diverse set of team members and consultants across the MENAE region, ensuring strong coordination, performance management, and professional development.
      • Support the evolution and structural adaptation of Crisis Analysis teams as needed, responding to contextual changes, staffing needs, or strategic shifts.
      • Strengthen and expand the Crisis Analysis infrastructure in MENAE, promoting cross-regional collaboration, shared resources, and joint analytical initiatives between country-level teams, regional CA staff, and HQ support units.
      • Oversee the responsible and transparent use of resources in accordance with Mercy Corpsโ€™ and donor policies and procedures, ensuring effective budget and operational oversight.
      • Facilitate the expansion of the technical consultant pool at the regional level to support both country-specific and regionally focused analysis outputs. PROJECT MANAGEMENT AND COORDINATION
        • Lead the overall coordination and management of the regional RDPP (Regional Development and Protection Programme) project, ensuring timely and high-quality delivery aligned with Mercy Corpsโ€™ strategy and donor commitments.
        • Oversee work planning, implementation tracking, and internal coordination to ensure clear timelines, responsibilities, and progress monitoring across all components across all countries (Syria, Jordan and Lebanon)
        • Manage project budgets, including regular review of Budget vs. Actuals (BVAs), working closely with finance and operations teams to ensure accurate forecasting, compliance, and resource optimization.
        • Ensure donor compliance and timely reporting, including contributions to narrative and financial reports, in collaboration with country teams and HQ support functions.
        • Identify and mitigate project risks, propose adaptive strategies, and escalate critical issues as needed to ensure smooth implementation.
        • Facilitate regular coordination meetings, manage communication flows between regional, country, and HQ teams, and ensure all stakeholders are informed and aligned.
        • Support the documentation of lessons learned, impact stories, and best practices to inform future programming and improve project effectiveness.
        • Supervise or coordinate with project-specific consultants or technical experts, ensuring clear deliverables and integration into overall project goals. PROGRAM DEVELOPMENT, DESIGN AND PORTFOLIO GROWTH
          • Lead regional efforts to identify and pursue funding opportunities that align with Crisis Analysis objectives and Mercy Corpsโ€™ strategic priorities.
          • Collaborate with country and regional teams to ensure Crisis Analysis is embedded in program design and business development across the MENAE region.
          • Drive the development of high-quality concept notes, proposals, and funding submissions, in close coordination with other CA teams in the region and the Regional Program Teams.
          • Design and promote Crisis Analysis products that highlight Mercy Corpsโ€™ analytical capabilities and support regional expansion into new geographies.
          • Build and maintain strong relationships with operational and donor partners to improve information flow, increase the relevance of analytical products, and enhance fundraising outcomes.
          • Develop systems and processes to ensure consistent, high-impact analytical support across regional programs.
            INFLUENCE AND REPRESENTATION
            • Deliver timely, relevant, and influential analysis on regional and country-specific developments for internal and external stakeholders.
            • Cultivate strategic relationships with donors, governments, local actors, and coordination bodies to strengthen Mercy Corpsโ€™ analytical presence and policy influence.
            • Represent Crisis Analysis at key forums, conferences, and external events, positioning Mercy Corps as a thought leader in the humanitarian-development sector.
            • Work closely with advocacy, communications, and research teams to increase the reach and impact of analytical outputs.
            • Promote Crisis Analysis at donor engagements and through strategic partnerships to expand visibility and support Mercy Corpsโ€™ influence and fundraising goals.
              PROMOTING INNOVATION, EVIDENCE GENERATION AND LEARNING
              • Promote a culture of evidence generation, data-driven analysis and evidence-based decision making.
              • Participate actively in the evidence-driven commitment workstreams by contributing to the regional, global and country-level evidence and learning agendas.
              • Support regional knowledge networks to enhance CA tools and methodologies across the MENAE region.
              • Support collaborative action and common approaches to fostering greater regional coherence whenever possible and relevant.
              • Act as a key liaison between global, the regional team and country teams to effectively publicize innovative ideas and share knowledge across countries and regions.
              • Help ensure timely and targeted communication and information flow that highlight Mercy Corpsโ€™ country and regional impact.
              • Connect teams to ideas, partners and resources to drive creative solutions for greater impact.
              • Identify improvements based on feedback from key stakeholders and promote adaptations as needed in crisis analysis approaches.

                Accountability Reports Directly To: MENA/E Deputy Regional Director-ProgramsWorks Directly With: All MENA/E CA teams, including Regional Quantitative Analysis Specialist, Syria CA Director, Ukraine CA Team Lead, Country Directors, Regional Program Teams, Global Crisis Analysis and other Evidence & Learning Teams.

                Accountability to Participants and StakeholdersMercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

                Minimum Qualification & Transferable Skills

                • MA/S or equivalent in international development, political or social science management or other relevant fields.
                • At least 7 yearsโ€™ experience in context analysis or other political-economic analyses.
                • Ideally, substantive prior experience with an international organization engaged in fragile, crisis-affected countries.
                • Recent program management experience in an international context and excellent program management skills to ensure project delivery on time, scope and budget.
                • Exceptional analytical and conceptualization skills. Strong verbal and written communications skills.
                • Demonstrated understanding of the humanitarian, development and peace (HDP) nexus and issues especially in fragile environments.
                • Proven negotiation, communication, organization, and prioritization skills and experience.
                • Exceptional interpersonal skills - including diplomatic approach, coordination expertise, soft power and outstanding communication and presentation skills and presentation
                • Excellent representation and relationship-building skills with a wide range of stakeholders,
                • Demonstrate flexibility, resilience and ability to maintain positive relationships and composure.
                • Willingness and ability to travel frequently to Mercy Corps project sites and field locations, including traveling to insecure environments, is required.
                • Fluent in English required and Arabic fluency strongly preferred.

                  Success Factors The Regional Crisis Analysis Senior Manager role is an innovative and accomplished strategic leader and strong technical manager who is comfortable managing a wide range of crisis analysis teams and projects in varied contexts to ensure high-quality production of evidence-based products in the region in a timely manner in response to both acute and protracted crisis. The RCA-SM will provide strategic support and direction across all CA teams in the region to position as a go-to organization on evidence generation and crisis analysis.

                  Living Conditions / Environmental ConditionsThe position is based in Amman, Jordan and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
