The purpose of the ICLA Housing, Land and Property (HLP) Coordinator is to implement the delegatedย ICLAย HLPย portfolio,ย manageย ICLAย HLPย team andย ensureย capacityย buildingย toย theย technical team.

Key Task and Responsibilities:

Provide strategic and technical advice in the development and implementation of the HLP section of the ICLA Strategy and macro-log frame. Ensuring effective implementation of ICLA activities relating to HLP rights Represent NRC at the HLP Technical Forum (HLP TF) and support in the identification, implementation, and monitoring of the HLP strategy/activities of the JRP. Identify and build relationships with Government counterparts and other stakeholders working on HLP issues. Compile up-to-date information on relevant HLP laws, procedures, and practices. Conduct legal analysis of HLP issues in Coxโ€™s Bazar to inform information provided and guide counselling sessions with project participants. Contribute to the development of evidence based HLP policy papers/ legal briefs and advocacy messaging on HLP issues. Undertake capacity assessment reviews and assist in the design and delivery of HLP tools and trainings to NRC ICLA/Shelter teams, HLP TF members, refugees, and relevant stakeholders. Contribute to the implementation of a contextual Collaborative Dispute Resolution (CDR) programming based on the NRC Global CDR Handbook to address HLP disputes between refugees and host communities. Perform frequent visits to targeted locations together with ICLA HLP team. Monitor, analyse and document issues of concern arising during the casework with project participants, Coordinate with NRC Shelter project staff in relation to planning and implementation of programme interventions. As relevant, represent ICLA project in various coordination forums and working groups. ย  ย  ย ย 

Key Education and Skills Requirements:

LL. B, LL.M from a University recognised by the Bar Standards Board and enrolled as an Advocate. 03-year experience from working with ICLA or similar project implementation position in an NGO/development context,ย  Extensive experience working in the field with displaced and/or vulnerable groups and communities and government authorities. Previous experience in the Rohingya response is an advantage. Excellent written and spoken English and Bangla Oral proficiency in Chittagonian and/or Rohingya desirable.ย
