The purpose of the HSS Coordinator position is to coordinate HSS risk management. This includes developing and updating HSS strategies, plans and SOPs. It also includes coordinating HSS risk mitigation measures for safe and secure program access.

Develop, review, update and implement the NRC HSS Management Systems and ProceduresConduct Security Risk Analyses (SRAs) according to minimum operational requirements (MOSS)Contribute to the start-up country strategy development assessing new areas that are identified as priorityMinimize/mitigate security risks to staff, assets, operations and image of NRCManagement of security staff at country officeSupport, train and capacity build security staff in all officesPrepare reports as requiredLiaise with other humanitarian actors on HSS-related issuesEnsure all staff receive health, safety and security related trainingsAct as an adviser to CMG leader during a crisisยSpecific responsibilities
Conduct regular SRAs to identify HSS requirements and to assess if all NRC locations are compliant with NRC HSS Risk Management standards.Facilitate implementation and adherence of Sudan-specific SOPs, guidelines and plans (such as Security Management Plan, Hibernation Relocation & Evacuation Plan and Medical Emergency Plan)Support Area office and field offices in achieving HSS compliance; including producing a regular status report for CMGParticipate in scoping/assessment missions to expand the operational capacity of NRC across the countrySupport the budgeting process for inclusion of HSS costs; guided by SRA findings and operational needsPresent HSS issues including briefs onย context and changes in contextPeriodic and ad-hoc reporting to the Area Lead (and the Country HSS Manager) including analysis of potential HSS concerns and conflict dynamicsProvide regular situational HSS updates/alerts/advisories to staff and operate the all-staff WhatsApp groups on HSS updates and HSS movement trackingEnsure new staff, visitors and staff returning from leave receive HSS briefings within 24 hours of arrivalProvide HSS input in program planning processes, and coordinate and align HSS support with program plans at Country levelDesign, deliver or facilitate HSS trainings and awareness sessions to all staff, ensuring that mandatory HSS trainings (as identified in the Security Management Plan) are deliveredProvide technical support and capacity building of HSS staff as well as outsourced guardsLeadership of HSS Officers and Assistants in tasks such as SRAs, training, stakeholder engagement and access negotiations in line with program requirementsEnsure the Monthly HSS report submissions are compiled and submitted to Head OfficeProfessional competenciesย
