The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance.ย Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes.ย 

Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRCโ€™s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). With the temporary relocation of NRCโ€™s staff and operations to Central and Western Ukraine, NRC will continue to support populations in the East with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established a temporary national HUB in the Ivano-Frankivska region and is establishing area offices in Ternopil and Dnipro. Additionally, NRC is planning to establish field offices in Lviv and Mokachevo. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response will initially focus on procurement and delivery of food and key relief items to Donetsk, Luhansk and Kharkiv regions.

We are seeking highly qualified, resilient, dynamic professionals to respond to Ukraine crisis and support people in Ukraine and refugees in the neighbouring host countries.ย 

Duties & Responsibilities

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support to programme implementation.

Line management for support managers such as Finance, Risk and Compliance HR & Admin and Logistics (incl. ICT) Member of the Country Management Group (CMG) Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans Responsible for ensuring quality and timely support to project implementation. Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation Responsible for development of new country specific technical SOPs, guidelines and tools Responsible for organisational learning related to programme support Responsible for technical capacity building of support staff Promote the rights of refugees and displaced in line with the advocacy strategy. Ensure that key learnings are extracted from operations regarding protection and incorporate them into programme strategy and staff development processes.

Skills & Experience

Minimum 4 yearsโ€™ experience in a senior management position in a humanitarian/ recovery context Experience working in complex and volatile contexts Allocation of resources and costs expertise Documented results related to the positionโ€™s responsibilities Knowledge of market analysis and cash-based interventions Knowledge about own leadership skills/profile Fluency in English both written and verbal Knowledge of and previous experience from Ukraine and similar contexts ย is an asset Solid knowledge of Logistic and procurement, HR and finance routines in a humanitarian context Excellent communication skills Excellent problem-solving skills Ability to work under pressure, independently and with limited supervision Flexible and able to deal with sudden changes

Access to a Schengen visa is requiredย for positions in Ukraineย

Duty Station โ€“ Kyiv, Ukraineย  Unaccompanied contractย ย  Approximately 40% travelย  Contract length: 24 months Salary: Grade 11 in NRC's salary scale. NRC offers a competitive compensation and benefits package, including R&R.ย
