General Minimum Requirements

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

โ€ข Demonstrable organizational skills
โ€ข Proven ability to communicate effectively, both orally and in writing
โ€ข Demonstrable interpersonal skills and documented experience in negotiations
โ€ข Depending on the field activityโ€™s mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
โ€ข Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in relevant field. Second-level degree in a management discipline an asset. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree.

Experience:

Minimum of 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position.

Mission Specific Requirements

Mandatory:

โ€ข Second-level university degree in political sciences, social sciences, international relations, public policy, law or police academy; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
โ€ข Previous work experience in an international environment or within field missions;
โ€ข Strong managerial, diplomatic and organizational skills;
โ€ข Professional fluency in English;
โ€ข Experience with capacity building of institutions, field work and monitoring, security and early warning mechanisms and law enforcement training;
โ€ข Experience in managing a large variety of staff, including senior international mission members and national professional officers with different fields of expertise;
โ€ข Demonstrated experience in strategic planning, project management and leading program implementation;
โ€ข Demonstrated ability and willingness to lead and work as a member of a team, with people of different cultural and religious backgrounds, and diverse political views, while maintaining impartiality and objectivity;
โ€ข Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
โ€ข Demonstrated ability to work on cross-cutting issues related to security and community outreach;
โ€ข Cultural sensitivity and sound judgment, highest professional and ethical standards;
โ€ข Flexibility and ability to work under pressure and with limited time frames;
โ€ข Ability to operate windows applications, including word processing and e-mail.

Desirable:

Knowledge of the local language or most common lingua franca spoken in the Mission area.

Tasks and Responsibilities

Under the direction of the Head of Mission (HoM) and the supervision of the Deputy Head of Mission (D/HoM), and in close co-operation with the Chiefs of Units within the Department, the Head of Public Safety and Community Outreach Department (PSCOD) will be responsible for:

All aspects of management, programming, staffing and administration of the PSCOD, including its two Units: Police Development Unit and Monitoring Unit, as well as the Programme Support and Analysis Cell and Extra-budgetary staff as appropriate (50+ staff); Planning and formulating the programmeโ€™s priorities and resource needs; leading the development and implementation of all PSCOD policies, strategies and methodologies and overseeing annual and strategic planning, including budgets; Achieving programme objectives, identifying separate projects to achieve these objectives and monitoring programme development and implementation of all project activities; Overseeing and providing policy guidance in all areas of intervention of Public Safety and Community Outreach related issues, with special attention to the relation with Ministry of Internal Affairs, other law enforcement/security agencies and government institutions, local authorities and civil society interlocutors, and general public at local and central level; Supervising the work of two Chiefs of Units in overseeing and prioritizing field tasks, identifying and analyzing trends in the Departmentโ€™s issues and developing strategic plans to ensure that all activities are in line with and contributing to the fulfillment of the Missionโ€™s mandate; Closely co-ordinating programme activities with the Head of the Human Dimension Department in areas in which both Departments are engaged, co-ordinating and communicating with other counterparts in the Mission as necessary; Supervising and clearaning of reporting, publications and public outreach; representing the Department, delivering speeches, attending conferences and other events of interest, and giving presentations on Missionโ€™s activities; Advising the Head of Mission and Deputy Head of Mission on matters concerning the Departmentโ€™s portfolio and leading the Departmentโ€™s contribution in briefings and updates to Senior Management; Liaising with the OSCE Institutions and the Secretariatโ€™s specialized offices/units in all matters of relevance for the Department; Liaising with senior government officials, international organizations, the diplomatic community, NGOs, and other external stakeholders on all matters falling under the competencies of the Department; Performing other tasks as assigned.
